The primary purpose of this position is to assess privatization project operations and associated property management, and provide military members, their families, and eligible civilian employees with housing management and housing referral assistance.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Position.

SPECIALIZED EXPERIENCE: Applicants must have at least one year or will have one year within 120 days of closing of this announcement of specialized experience at the GS-05 (or higher) grade level or equivalent pay band in other pay systems. Specialized experience includes providing assistance to military members, their families, and eligible civilian employees with housing management and housing referrals assistance to privatized and community housing. Knowledge of the basic principles, techniques, and methodology of housing management as they pertain to management planning, scheduling, coordination, and efficient use of housing facilities.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of housing compliance, support and referral instructions, procedures, policies, principles, concepts, and methodologies, and standard property management practices.
2. Knowledge of realty practices, management and financing practices of lease, and sale of real property.
3. Knowledge of Housing Equal Opportunity Program policies, principles, and practices; and state landlord/tenant law.
4. Knowledge of installation housing privatization project transaction documents and military members' obligations, rights, and responsibilities when occupying PH.
5. Knowledge of construction, maintenance, repair, and improvement practices involved in determining acceptable maintenance standards.
6. Ability to investigate and resolve complaints and disputes involving the off-base housing referral program.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience.
