The primary purpose of this position is to serve as Housing Program Manager responsible for planning,
organizing, coordinating, directing, and managing the technical and administrative operations of the Housing Management Branch for Government [Military Family Housing, General Officer Quarters, housing referral and relocation services, and Basic Allowance for Housing.
Duties
1. Plans, schedules, and coordinates management activities to evaluate overall performance of Government Housing.
2. Participates in the administration of financial management and the validation of budget requirements for the
entire housing program.
3. Oversees activities associated with the administration, occupancy and termination of all permanent party housing, including Key and Essential (K E) personnel for the installation program with a complex housing assignment.
4. Oversees the housing referral program through locally established policies and procedures and liaisons with civil authorities and property owners and agents.

- In the absence of the Housing Management Branch Chief, assumes the duties of that position.
- Work may require travel away from the normal duty station on military or commercial aircraft.
- May be required to serve on construction contract or privatization source selection boards.
- A bachelors degree and professional housing certification are desirable.
- The actual work performed in this position has been reviewed and determined that it does not meet any of the
exemption criteria defined in 5 CFR 551. This position has been designated as nonexempt.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have I have, or will have within 120 days of close of the vacancy, 3 years of general experience, and 1 year of which was equivalent to at least NH-01 grade level or (GS-4) equivalent in other pay systems of specialized experience in the Federal service which includes knowledge of federal, state, agency and local housing policies, requirements, administrative practices and procedures.

Have a combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of housing property/asset management principles, concepts, and methodologies.
2. Knowledge of Federal, DoD, USAF, and MAJCOM housing and furnishing management principles, theory,
policies, directives, and procedures.
3. Knowledge of the principles of construction, contract acquisition, and program management.
4. Knowledge of common business accounting principles and procedures and generally accepted financial
management principles and standards.
5. Knowledge of appropriated fund budget system and contracting provisions sufficient to ensure proper
negotiations or commitment of government funds.
6. Ability to read and comprehend legal documents relating to government housing documents with a thorough
understanding of content; and to analyze interrelated issues of effectiveness, efficiency, and productivity to develop
recommendations and solve problems.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
