The primary purpose of this position is to assess privatization project operations and associated property management, and provide military members, their families, and eligible civilian employees with housing management and housing referral assistance.
Duties
Gathers and evaluates data, and reports compliance with all terms of the privatization transaction documents, and periodically inspects all aspects of the privatization project, including maintenance and service calls, etc.
Provides information on available housing options in privatized housing (PH) and community housing; makes PH eligibility determinations; counsels occupants on PH policies, procedures, and directives; and initiates, prepares and processes various financial documents as required.
Provides housing referral services to military members, their dependents, and civilian employees. Develops and maintains liaison with community landlords, real estate agents, property managers and owners, home builders, civic groups and other agencies to keep them advised regarding housing needs of military and DoD civilian personnel.
Preforms liaison services between General Officer (GO) residents and the PO. Briefs GO residents on privatized housing.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have, or will have within 120 days of the closing of the vacancy, 3 years of general experience, and 1 year of which was equivalent to at least NH-01 grade level or (GS-4) equivalent in other pay systems of specialized experience in the Federal service which includes knowledge of federal, state, agency and local housing policies, requirements, administrative practices and procedures, applying housing management procedures and general business practices relating to the management and utilization of housing facilities, quarters, and grounds maintenance; providing information and assistance to military and civilian employees of Federal agencies and departments in locating such housing.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of housing compliance, support and referral instructions, procedures, policies, principles, concepts, and methodologies, and standard property maintenance.
2. Knowledge of realty practices, management and financing practices of lease, and sale of real property.
3. Knowledge of Housing Equal Opportunity Program policies, principles, and practices; and state landlord/tenant law.
4. Knowledge of installation housing prioritization project transaction documents and military members' obligations, rights, and responsibilities when occupying PH.
5. Knowledge of construction, maintenance, repair, and improvement practices involved in determining acceptable maintenance standards.
6. Ability to investigate and resolve complaints and disputes involving the off-base housing referral program.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
