The position is located in the Department of Veterans Affairs (VA), Veterans Benefits Administration (VBA), within the Directors Office. The incumbent is an active participant in all aspects of division management. Responsibilities serve the primary purpose of lending assistance to the Director in the effective planning, controlling and accomplishing of the goals and objectives of the station as a whole. Serves as the ROs Primary Equal Employment Opportunity Coordinator.
Duties
Major Duties:
Coordinates and prepares responses to Central Office and Pacific District Office requests for Field Station input such as work load projections, equipment requirements, staffing needs and suggested improvements to procedures such as annual income questionnaire processing.
Analyzes projected workloads to ensure consideration of program assumptions, consistency with local conditions and realistic conversion into staffing requirements.
Project staffing decisions against ceiling allocations for the station, evaluates and advises management as to the impact on year end FTE.
Monitors, interprets and analyzes data available through management information systems (such as WIPP and AMIS) to validate correct reporting to uncover problem areas and to suggest improvements in managerial effectiveness.
Develops and writes local policy statements implementing VBA directives in such areas as training and systematic analyses of operations.
Independently identifies and performs special studies needed to assure compliance with directives, quality standards, effective personnel utilizations and supervisory control.
Visualizes and when practical implements new applications of ADP technology to improve workforce effectiveness.
Studies areas requiring new or substantially modified work methods procedures and systems necessitated by changes in mission, staffing levels and budgetary constraints for the purposes of improving productivity, quality and timeliness.

Qualifications
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
For a GS-09 position you must have served 52 weeks at the GS-07 level or higher.
For a GS-11 position you must have served 52 weeks at the GS-09 level or higher.
For a GS-12 position you must have served 52 weeks at the GS-11 level or higher.
Note: If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate that you possess (1) year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates (1) year time-in grade. General adjustment and award SF-50s cannot be used for time-in-grade verification purposes.
You may qualify based on your experience and/or education as described below:
MINIMUM QUALIFICATIONS: To qualify for this GS-0343-09 grade level: Applicants must have one (1) year of specialized experience equivalent to at least the GS-07 grade level or higher in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience applying quantitative and qualitative techniques to analyze, evaluate, and measure the effectiveness and efficiency of a program, operation, or organizational element.
OR
Education Substitution: A master's or equivalent graduate degree, 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related.
OR
Equivalent combinations of Specialized Experience and Graduate level education. [To compute, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond 1 year by 18. Add the two percentages. The total percentage must equal at least 100% to qualify.]
To qualify for this GS-0343-11 grade level: Applicants must have one (1) year of specialized experience equivalent to at least the GS-09 grade level or higher in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience applying analytical and evaluative techniques, and pertinent agency regulations, policies and precedents to conduct detailed analysis of complex issues, work functions or work processes.
OR
Education Substitution: A Ph.D. or equivalent doctoral degree, 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.
OR
Equivalent combinations of Specialized Experience and Graduate education. [To compute, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond two years by 18. Add the two percentages. The total percentage must equal at least 100% to qualify.]
To qualify for this GS-0343-12 grade level: In addition to the experience required for the GS-11, applicants must have one year of Specialized Experience which is equivalent to the next lower grade (GS-11 level) in the normal line of progression for the position. Specialized Experience is defined as experience diagnosing problems within the organization and implementing plans and means to make improvements and/or implement change; or experience developing the design of business processes, systems, technology, and/or job roles for a division within a VA Regional Office.
NOTE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. For work in the federal service, include the grade level for the position(s).
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
