This position is located in Grand Canyon National Park, in the Facility Management Division.

Duties

Major Duties: Must be able to provide overall management of a trails, livestock, compost toilet, and boundary fence maintenance operation including the planning, estimating, scheduling, and completion of complex work projects, equipment replacement, preventative maintenance, snow removal, new construction, and recurring work. Work proactively and collaboratively to ensure operational needs are met and projects are executed. Select, assign, and explain work assignments to subordinates to ensure a complete understanding of work methods and procedures. Oversee a safety program for a trails program. Serve as Contracting Officer's Representative (COR) on government construction and/or service contracts and as Agreement Technical Representative (ATR) on task agreements. Area Information: This position is stationed at Grand Canyon National Park at the South Rim located in Northern Arizona. The South Rim is located approximately 60 miles north of Williams and 82 miles Northwest of Flagstaff at an elevation of 7,000 feet. Temperatures range from approximately 90 degrees in the summer to 0 degrees in the winter. Annual precipitation averages around 13 inches. Grand Canyon Village has schools K-12, a daycare center, post office, general store, churches, a recreation center with gym, a public library, a clinic with resident physicians, and several restaurants. The park community consists of some 2,500 people, including employees of the NPS and concessionaires and their family members. There are often employment opportunities for family members in the park and surrounding areas. The park community is small enough that many employees choose to walk or bike from their homes to work. Complete shopping, educational, medical and professional services are available in Williams and Flagstaff. Flagstaff has a population of about 75,000 and has multiple K-12 public and private schools, Northern Arizona University, and diverse community, medical and other support services. Recreational opportunities include hiking, backpacking, fishing, cross-country and downhill skiing, and golfing in nearby communities. South Rim Housing: Permanent and Term employees with a Full Performance Level (FPL) of a GS-09 or WG-8 and above will be provided the option of accepting assigned housing, participating in the normal bid system, or accepting shared housing. Permanent and Term employees with an FPL of GS-08 or WG-7 and below may be provided the option of participating in the normal bid system or accepting shared housing. Any employee assigned to shared housing may continue to bid into non-shared housing.

Qualifications

To qualify for this position, you must have sufficient knowledge and ability in the following job-related factors: Ability to Lead or Supervise (SCREEN OUT) The Maintenance Worker Supervisor assists the Trails Program Manager in the oversight of all operational, maintenance and construction activities for the trails, livestock, composting toilet, and boundary fence programs at Grand Canyon. Incumbents to this position have oversight in the execution of work associated with repair/rehabilitation, cyclic, and emergency maintenance for a network of more than 600 miles of existing trails and associated trail side features, winter snow removal of paved front-country trails and construction of new trails. The Maintenance Worker Supervisor also supervises a livestock program in excess of 25 head of mules to execute packing operations that deliver supplies and materials to support remote duty stations and dispersed field crews. Incumbents oversee operational and maintenance activities associated with a dispersed network of composting toilets. Composting toilet operational activities include restocking supplies, removal of human waste, and cleaning toilet stalls. Maintenance activities include but are not limited to; toilet riser replacement and general exterior envelope maintenance (including photovoltaic systems, mechanical parts, doors, porches, roofs, etc.) of the composting toilets. Incumbents to this position oversee execution of work associated with repair/rehabilitation, cyclic and emergency maintenance of the parks more than 200 miles of boundary fence and access gates. I am able to perform the full range of Maintenance Worker Supervisor tasks listed above under close supervision. Ability To Interpret Instructions, Specification, etc. (includes blueprints reading) Ability To Use and Maintain Tools and Equipment Knowledge of Equipment Assembly, Installation Repair, etc. Knowledge of Materials Technical Practices (theoretical precise, artistic) Use of Measuring Instruments If your knowledge and ability in the SCREEN OUT factor above is not sufficient, you will receive no further consideration.
