About the Position: Serve as a Public Affairs Specialist with the Public Affairs Office, Fires Center of Excellence (FCoE) located at Fort Sill, Oklahoma. The incumbent of this position will be responsible to design, initiate and execute programs and plans to communicate to internal and external audiences through local, regional, and national campaigns to enhance a better understanding of FCOE, Fort Sill and the total Army's contributions to the community and the nation.

Duties

Manage the public web site to disseminate information in a variety of media formats (news, photos, audio, graphics and video) to an audience comprising Soldiers, civilians, and the general public. Develop communication plans by considering such items as specific topics or aspects to emphasize and the most effective method to use in communicating with intended audiences. Participate in the planning and execution of media operations and community relations programs to ensure they comply with the FCOE commander’s Strategic Communications (STRATCOM) goals and objectives. Review and check public affairs products including news releases, photographs, radio/TV scripts and broadcast releases, speeches, and magazine articles for security, accuracy, policy and propriety. Participate with management officials in planning an information program which will be an integral part of the administration of the installation. Authorized to sign for the Public Affairs Officer, to include approvals and confirmations. Attends post level meetings, briefings and seminars on behalf of the office. Maintain professional and productive relationships with representatives of the surrounding communities to keep them informed of activities that may affect them socially or economically. Develop and provide work direction, coordination, evaluation and planning for subordinate staff involved in public-information, internal information and community relations activities.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret security clearance.
  • Temporary duty (TDY) is 10%.
  • Recruitment/Relocation/Retention Incentive may be authorized.

Specialized Experience: One year of specialized experience which includes the following: Provide support to the commander/senior level official in accomplishing all aspects of a strategic communications program; Participate in the planning and executing of command and public information activities about missions, policies, and activities of an assigned organization; Provide assessments of effectiveness of communication plans and events using research techniques, evaluating the results, and providing recommendations; Participate in the development and dissemination of promotional material and products to inform general and specialized publics or enhance their understanding of the command/organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above). You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementCommunication CounselCommunications and Media Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
