About the Position: This is a Planned Management Action announcement, an upgrade of an encumbered position.
Duties
Ensure the Community Relations (CR) program for the command is correct and complete in the area specified by AR 360-1 and AR 5-9.
Evaluate the effectiveness and efficiency of the internal and external information for the community relations programs.
Analyze information needs of the installation and partnerships with the community by developing effective methods, creating, monitoring, directing, and seeking feedback and change to the community relations program for Fort Sill.
Act on behalf of the Public Affairs Officer in the event of the absence of both the Public Affairs Officer and the Senior Public Affairs Specialist on occasion.
Support the growth of the installation of the soldiers, family members and ancillary support.
Represent Fort Sill Garrison Commander in various civic organization events and boards.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must be able to obtain and maintain a SECRET Security Clearance.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes: 1) applying a high level of tact and diplomacy to establish and maintain contacts between the site's command group officials and various high level national and state visitors and local civic leaders; 2) providing necessary community relations, guidance, advice, and counsel to staff activities, units, and professional organizations operating on the installation; 3) participating in planning and executing special programs that are targeted to improve community-Installation relations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
