WHAT IS THE (OLS) - ONLINE SERVICES OPERATIONS DIVISION?

The following are the duties of this position at the full working level.
Acts as a senior project leader and/or expert analyst responsible for providing leadership for assigned OLS projects. Evaluates the impact of current and recommended changes to policies, rules, regulations, and processes relevant to OLS long-term strategies. Provides guidance and analysis of issues and makes recommendations. Guidance includes, but is not limited to, infrastructure, business solutions and architecture, credential management, operational efficiencies, internal staff recommendations, external customer feedback, data analytics, risk management, and customer relationship management. The incumbent will also provide input on employee performance and recommends employees for awards.
Directs, coordinates, and integrates the work of individuals and/or multiple teams in the accomplishment of project assignments. Provides key oversight and leadership to individuals and/or team members. Resolves any relationship problems or conflicts that impede project's progress; ensures that all involved parties work effectively to deliver a quality project in a timely manner. Ensures team members are adequately briefed on and trained to deal with all aspects of the project, adhere to established policies, and produce a product that meets the overall project objectives. Monitors project status and adjusts work plans, schedules, and assignments for project accomplishment, and ensures all project tracking and documentation aspects are completed accurately, thoroughly, and timely. Directs, coordinates, and integrates the work of employees assigned to the project. Reviews the work of project participants for adherence to established policies and to ensure compatibility and consistency in meeting overall project objectives. Plans, coordinates, and establishes operating methods and procedures and directs the development and accomplishment of employee training related to the project.
Plans, establishes, and coordinates operating methods and procedures for accomplishing projects. Establishes a system to review, control, and report on project status. Conducts in-depth analysis of project data, requirements, and effect on overall achievement goals. Identifies problem areas trends and determines best approach for addressing and resolving. Conducts briefings and prepares comprehensive reports to keep top managers and executives fully apprised of project plans and progress, and to communicate findings and recommendations. Coordinates the impact of the projects with all affected employees and managers within the Service, and with individuals and organizations outside the Service. Serves as the primary liaison with the Department and other agencies for the full scope of the assigned projects.
As a senior project manager, provides guidance and assistance to lower graded project managers/analysts and serves as a project manager responsible for accomplishing various analytical activities and projects to resolve substantive problems or improve effectiveness and efficiency of service wide operations. Responsible for the planning, development, coordination, implementation, and assessment of assigned projects. Proactively consults with management to identify/define customer needs and requirements relative to OLS.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-14 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes:
Experience applying, project management principles, theories, and practices and their applicability to programs, functions, and objectives, including developing long-term strategic plans and incorporating short-term and long-term goals and objectives.
Experience using a wide range of qualitative and quantitative analytical and evaluative methods and techniques to assess project effectiveness, devise and determine appropriate evaluation methods and measurement techniques, and accomplish studies of broad scope and complex projects that improve organizational effectiveness and efficiency.
Experience applying knowledge of administrative laws, policies, regulations, to identify, safeguard, and obtain proper approval for release/distribution of sensitive information regarding customer information or other programs.
Experience analyzing program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the worth of mission accomplishments.
Experience with financial management procedures and processes, such as return on investment (ROI), payback period, net present value (NPV), internal rate of return (IRR) to monitor resources, ensure appropriate funding, and complete financial documents.
Experience leveraging new technology to streamline projects, influencing outcomes through building relationships and achieving the strategic goals of the organization and be a project influencer.
Experience with oral and written communication techniques to prepare comprehensive reports, directives, and guidelines to present plans and proposals, negotiate, and reconcile conflicting interests and points of view. Skill in oral and written communication sufficient to summarize large amounts of information; and write clearly on technical issues for both technical and non-technical audiences.
Experience planning, organizing and directing team study work to negotiate effectively with management to accept and implement recommendations where the proposals involve substantial agency resources, require extensive changes in established procedures, or may conflict with the desires of the activity.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
