You will serve as a PRINCIPAL ASSISTANT PROGRAM MANAGER (PAPM), LEARNING STACK in the MyNavy HR IT SOLUTIONS PROGRAM of PEO MLB SOLUTIONS.
Duties
You will lead and manage acquisition and programmatic activities for Navy learning management Business IT programs and systems that include the development, deployment and sustainment of Business IT systems.
You will lead cost, schedule, and performance plans and strategies to enable effective and efficient IT products.
You will manage acquisition processes, projects and services across disparate functional and competency lines to maximize productivity.
You will plan and manage IT resources to support development and sustainment of learning management systems.
You will provide analysis, reporting, and recommendations for service delivery to ensure leadership and appropriate stakeholders are informed of planned activities, deviations from plans, and impacts of proposed changes.
You will work with all subordinate personnel in developing reasonable performance goals which both enhance/challenge individual professional standing and which support program and higher-level objectives.
You will assign work to subordinates based on priorities, selective consideration for the difficulty and requirements of the assignments and the
capabilities of the employees.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13/DP-3 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Lead cost, schedule, and performance plans and strategies to enable effective and efficient IT products that include stakeholder engagement and leading and/or supporting change management initiatives, leading people, and building coalitions.
