This position is part of the NNSA - Deputy Under Secretary for Counterterrorism and Counterproliferation (CTCP), Department of Energy. A successful candidate in this position will serve as a Senior Policy Advisor to the Associate Administrator for CTCP, advising and acting on a broad range of issues related to NA-80's programs, policies, and representation at international and interagency forums, to include providing policy guidance, expertise, and programmatic input relating to CTCP equities.
Duties
As a Program Analyst you will:
Serve within the NNSA Liaison Officer (LNO) Program to provide advice, guidance, and program oversight on nuclear and radiological risk reduction, emergency preparedness and incident response, and/or critical energy infrastructure resilience.
Design, conduct studies, and advise the leadership and staff within the Department and established interagency and international partners on mission areas related to NNSA LNO programmatic equities. Conduct analyses of vital foreign affairs policies, programs, and projects that are of national and international interest, scope, and impact to both U.S. and foreign policy makers/officials.
Identify opportunities for collaboration between DOE/NNSA and counterparts in the assigned Line of Effort and, where necessary, resolve technical, policy, and procedural problems or issues related to energy, both promoting and protecting the U.S. innovation base, and nuclear nonproliferation cooperation.
Work to strengthen U.S. national security and energy security objectives supporting NNSA programmatic initiatives relevant to the LNO Program.
Qualifications
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band level or GS grade level in the Federal Service, i.e., EN-03 (GS-13 equivalent). Specialized experience for this position is defined as demonstrating experience as key interface between leadership, program implementors, and senior policymakers on issues related to nuclear safety and security; radiological/nuclear incident response; nuclear forensics; and energy security with applicable international partners and organizations.
Examples of Qualified Experience that May Be Qualifying:
Experience working as a liaison with leadership staff representing a Federal Agency on issues related to nuclear security or nonproliferation programs.
Providing advice on program issues that are controversial in nature and could impact nuclear safety and security or emergency response.
Experience building relationships with government and counterparts implementing and developing foreign affairs policies.
