About the Position: The incumbent serves as a Financial Systems Specialist. This position is assigned to the Headquarters under the Office of the G8, Financial Systems Analysis Division (CC).
Duties
Provide analysis of Communications-Electronics Command (CECOM) financial resources, as directed by the Chief Financial Accounting Division, Payroll Branch Chief and Team Leads.
Manage automated/manual systems for processing reports, documents received from Defense Payroll Office.
Maintain record of work accomplishments as well as administrative information as required to coordinate the preparation, presentation and communication of work-related information to the supervisor.
Process remedy tickets for all pay problems.
Notifies financial system help desk to resolve complex issues.
On a continuing basis, review the execution of automated processes to ensure compliance with established pay laws, regulations, procedures for a segment of the overall DCPS Program.
Prepare statistical data for comparison/trend analysis purposes data to supervisor for briefing of staff officers.
Analyze data to consolidate input regarding response to Inspector General (IG) complaints.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance, or access, for duration of employment.
- This position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position requires Temporary Duty (TDY) travel up to 25% of the time.
- The selected candidate must achieve LEVEL II (2) certification in the Acquisition Career Field of BUSINESS FINANCIAL MANAGEMENT within 24 months of assignment.

Specialized Experience: One year of specialized experience which includes 1) Identify problem areas to determine corrective action; 2) Update financial systems by coordinating changes within financial systems and/or applications for process improvements; 3) Analyze regulatory and procedural directives to advise management of changes in operations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11).
This is a DoD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, NH-III of positions encompass the traditional GS-12 through GS-13 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
This position has a control point of a GS-13 step 5 $126,949.
