Duties

This position is located in the Defense Contract Audit Agency (DCAA), Human Capital Resources Management Directorate (HCRM), Acquisition and Administrative Management Division (CM), Facilities and Space Management Branch (CMB). Develops and administers the safety program under the oversight of the Chief, Facilities and Space Management Branch. Inspection program encompasses staff assistance visits, surveillances, safety inspections, and Occupational Health Inspections. Ensures recommendations target the root causes of the management deficiencies and hazards identified and are feasible, cost effective, and sustainable. Ensures Notices of Unsafe or Unhealthful Working Condition are issued for each hazard assigned a risk assessment code and the deficiencies are promptly resolved. Coordinates the dissemination of Center-wide emergency and exercise related messages utilizing the Center's official Emergency Mass Notification System (EMNS) and other forms of notification. Determines health and safety requirements for procurement actions. Plans and schedules safety education programs. Prepares and conducts training for collateral duty personnel, committee members, supervisors and employees.

Qualifications

You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions, http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp. Specialized Experience: You must have one year of specialized experience at the GS-12 or equivalent level. Specialized experience must be documented in your resume. Specialized experience for this position includes: Successfully administering a regional and/or agency wide safety program; Performing site visits, surveillances, and safety inspections to identify deficiencies and propose mitigation actions; Characterizing and prioritizing workplace inspections based on exposures to hazardous chemicals, physical agents, and other workplace conditions; Developing checklists for inspections and audit tools for inspections; Providing guidance and oversight over contractor support services, such as certified industrial hygienist (CIH); Maintaining a health and safety page where best practices and agency guidance is made available to occupants; Developing criteria and rating systems for measuring the effectiveness of safety and occupational health programs. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
