This position is located in the Administrative Management Staff (AMS), Support Services Office (SSO) in New Orleans, Louisiana.
The incumbent is responsible for performing financial and strategic planning for the SSO organization and integrates those plans into the budget formulation and executions process of the National Finance Center (NFC).

Duties
Lead and coordinate initiatives and programs, interact and communicate effectively with customers/stakeholder.
Analyze, extract, summarize, and identify trends and issues concerning program performance, procedures, and standards.
Experience as a Contracting Officer Representative (COR) for numerous contracts/program/projects.
Federal Agency Travel Administrator (FATA), Agency/Organization Program Coordinator (A/OPC) for travel card program.
Ability to prepare and conduct briefings for employees and all levels of management officials.
Requirements

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Specialized Experience Requirement:
GS-11: One year of specialized experience, equivalent to the GS-09 level in Federal Service or equivalent responsibility in the private sector/pay systems equipped you with the competencies to successfully perform as a Program Analyst. Such experience includes Planning and coordinating initiatives or projects/program processes that have Agency-wide use and implications. Experience performing work that involves analytical, technical and administrative duties in support of financial management or budget formulation, and leading process improvement initiatives. Serve in the role of Contracting Officer Representative (COR) responsible for the management and oversight of a diverse portfolio of contracts. Providing customer/employee service and support through official travel program operations. Tracks and reports progress against the various activities, initiatives, and programs. Experience with oral and written communication techniques to author correspondence, present findings and deliver briefings in a small or large group setting.

Time In Grade: Merit Promotion applicants holding or having held a GS position in the past 52 weeks must meet applicable time-in-grade requirements. One year at the GS-09 is required to be eligible for the GS-11 level.

GS-11:
Ph.D. or equivalent Doctoral degree
or
3 full years of progressively Higher-Level Graduate Education leading to such a degree (Ph.D. degree)
or
LL.M., if related in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as any field of study (Note: You must attach an eligible & entire copy of your transcript)
OR
Have an equivalent combination of successfully completed Higher Level Education and Specialized Experience that makes up 100% of the qualifications required for the position.
Combination of Education and Specialized Experience:
Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The
total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.)
Education must be reviewed and certified by an accrediting institution recognized by the U.S. Department of Education in order for it to be creditable toward your qualifications. Therefore, you should provide only the attendance and/or degrees from
schools accredited by accrediting institutions recognized by the U.S. Department of Education.
