This position is in the Office of the Director (OD), IHS Headquarters, in Rockville, Maryland. The incumbent directly supports the OD's efficient and effective administrative operations by performing various administrative and executive support functions, such as coordinating and communicating activities, managing complex administrative tasks, and safeguarding sensitive and confidential information. The incumbent in this position reports to the Chief of Staff.

Duties

Coordinates the Senior Staff's schedules and travel. Works with other Administrative Staff in the Office of the Director (OD) and the Senior Staff to identify senior managers in Headquarters and Area Offices to represent the Senior Staff in those instances that they are not able to attend. Ensures that briefing materials and reports of critical follow-up items are obtained from Office representatives in a timely manner. Screens and maintains knowledge of Senior Staff's activities to take appropriate action on deadline items. Prioritizes meetings and arranges extensions for less urgent items. Analyzes important issues and apprises proper members of the Senior Staff of the circumstances that might alter or complicate significant matters. Provides Senior Staff with a wide range of material and information, such as summaries of pending legislation, results of Congressional Hearings, answers to budget questions, and reports on the status of new programs. Works closely with key officials of the IHS and serves as a liaison for clarification and dissemination of information, direction, and decisions emanating from Senior Staff. Accesses information from all levels of the organization and assures that the flow of information to and from the OD is efficiently and effectively managed, and confidentiality is guaranteed as appropriate.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: 1. Coordinating various forms of executive communications, such as answering phone calls, responding to emails, and interfacing with internal and external clients; 2. Preparing professional and well-written documents for Senior Leadership and internal and external stakeholders; 3. Scheduling and/or arranging meetings, appointments, and travel itineraries; 4. Adhering to executive correspondence processes and protocols, including appropriate records management requirements; AND 5. Maintaining professionalism, confidentiality, tact, and diplomacy in an environment with constantly changing executive management deadlines and priorities. OR Completed a Ph.D. or equivalent doctoral degree or 3 full years (54 semester hours) of progressively higher level graduate education leading to such a degree, such education must demonstrate the knowledge, skills, and abilities necessary to do the work. (Must submit Transcripts) OR Combination of the specialized experience and education as described above. To determine if you qualify under this combination first divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond 2 years by 18. (Note: Only education in excess of the second year is creditable toward meeting the experience requirement when combining experience and education.) Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify. Note: You must provide copies of your graduate transcripts. (Must submit Transcripts) Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.

Education

This position allows for education substitution for specialized experience. You are strongly encouraged to submit a copy of your transcripts or a list of your courses including titles, credit hours completed, and grades. Unofficial transcripts will be accepted in the application package. Official transcripts will be required from all selectees prior to receiving an official offer.
