Duties

If selected for this position, you will join a well-respected team that is responsible for supporting a full range of Supervisory Public Health Advisor duties within Department of Health and Human Services/Office of the Assistant Secretary for Health/Office for Human Research Protections (OHRP). Typical work assignments include: -Serving as Division Director and principal advisor on all matters related to the division, which may include, as applicable, the development, issuance and implementation of human research protections programs in education, policy development, or compliance. -Preparing reports and making recommendations concerning the functions and activities of Office for Human Research Protections (OHRP) and as appropriate, Office of the Assistant Secretary for Health (OASH). -As appropriate, support education and compliance oversight activities relative to Health and Human Services Regulations for the Protection of Human Subjects involving research conducted or supported by any HHS component.

Qualifications

Specialized Experience: GS-15: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-14 level in the Federal service (obtained in either the public or private sectors) performing (5) of the (6) duties listed below: - Interpreting, applying and providing authoritative written and oral guidance on federal laws, policies, and regulations for human research protections; -Collaborating with internal and external agencies on the interpretation, application and implementation of policies related to human research protections; - Planning, developing, implementing, and managing a diverse range of educational products and programs appropriately tailored for different audience groups to further the protection of human subjects in research; - Identifying and addressing challenges, including any new developments, related to human subject protections in research; - Developing, coordinating, and implementing strategic goals, policies, and practices in ensuring human subjects protection in research; -Ensuring an effective team of staff that produces consistently high quality work completed in a timely and efficient manner. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
