The primary purpose of this position is: To serve as a program analyst lead exercise planner for the AF operational-level exercise program training C-MAJCOMs/C-NAFs as Air Component Commands.
Duties
Analyzes, develops, and evaluates detailed plans, goals, and objectives for long range implementation of assigned major command programs.
Documents planning and programming decisions in appropriate formats to meet Air Force and Major Command requirements.
Plans, directs, coordinates, reviews, and evaluates plans and operations of multiple annual service and DoD/JCS level exercises and events supporting Global Command & Control (GCC), Air Component, and other joint service headquarters training.
Actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques.
Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned programs.

- A3 Staff Officer experience to include joint military command structure, missions, programs, and organizational relationships is highly desired.
- Required to obtain and maintain a Top Secret security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
- Recent experience in the planning and execution of Air Force operational level exercises is highly desired.
- The employee may be required to work other than normal duty hours, which may include evening, weekend, holidays and/or overtime and in some cases with no-notice due to urgency of time sensitive matters.
- Incumbent must possess and maintain a valid state driver's license.
- The employee must be able to obtain and retain a US Government official passport.

This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
Travel by regularly scheduled commercial or military conveyance in accordance with Joint Travel regulations may
be required in performance of temporary duty. Incumbent will occasionally be required temporary duty throughout the
world including remote locations with limited facilities. These temporary duty assignments could range from short
durations to 30 days, and longer, but are typically less than 30 days. While every effort will be made to schedule these
assignments well in advance of the travel, travel may be required with extremely limited notice. It is imperative that
the incumbent have an unlimited ability to perform such travel.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Management and Program Analysis (0343).
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-11 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). Which includes thorough and skillful knowledge applying current and emerging joint force operational doctrine, joint command, and control, and A3 staff personnel procedures and practices. Well knowledgeable of HAF, C-MAJCOM, and Wing-level operations capabilities, command structures, missions, programs, and organizational relationships; exercise joint operational program goals and objectives; and sequencing and timing of key operational events and milestones. Ability to make recommendations to improve execution of joint air operations, and integration of forces and assets in the Joint All-Domain Command and Control (JADC2) environment. Thorough knowledge of joint command structure, missions, programs, and organizational relationships; program goals and objectives; sequencing and timing of key operational events and milestones; and methods of evaluating the effectiveness of planning actions as related to actual events. Highly developed Major Command operations staff personnel skilled in developing innovative design and conducting planning and execution of operations in a contingency environment to include expert knowledge of Air Component Staff operations and processes (AFFOR and AOC operations). Provides Air Component Commanders and their staff venues to execute assigned missions and direct their staffs in USAF's BLUE FLAG/Air Component Training Exercise (ACTE) exercise program, as well as other select GCC, joint, coalition and/or allied exercises. Thorough knowledge of SECDEF/CJCS/JS to GCC/FCC interactions, directives, and adjudication processes as well as GCC, functional and service components' requirements to coordinate with Department of State (DOS) and other government agencies for whole of government solutions.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Expert knowledge of the application of Air Force military rated aviator (e.g., pilot, navigator) expertise as it applies to Air Force and command program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations.
Expert knowledge of SECDEF/CJCS/JS to Global Command & Control/Functional Combatant Command (GCC/FCC) interactions, directives, and adjudication processes as well as GCC, functional and service component processes to coordinate with Department of State (DOS) and other government agencies for whole of government solutions.
Knowledge of advanced dissemination principles, concepts, and methods to disburse the most complex
information/situations attained from multiple sources.
Expert knowledge of the Department of Defense's Joint Publications, the Joint Planning Process and associated
Boards, Bureaus, Centers, Cells and Working Groups (B2C2WGs); and ability to chair/coordinate B2C2WGs.
Knowledge of safety and security regulations, practices, and procedures to plan, organize, and direct the functions
and staff of a small to medium sized organization.
Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working
relations; Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
