Duties

Ensures evaluation and research requirements within Marine Corps behavioral programs comply with Headquarters policies and guidance concerning data collection and human subjects¿ protection. Is the point of contact regarding program research and evaluation initiatives and develops policy and guidance for Marine Corps behavioral programs including Substance Abuse, Family Advocacy, Suicide Prevention, Sexual Assault Prevention and Response, Combat and Operational Stress Control and Embedded Preventive Behavioral Health Capability. Supervises assessments, evaluations and studies of new, existing and proposed programs to determine effectiveness and impact and recommends changes or improvements in methods and procedures based on findings. Oversees administration of research projects supporting a defined research agenda and ensures compliance with all Institutional Review Board policies and procedures. Coordinates with Headquarters Program Managers and field managers to interpret research and evaluation policy as it relates to the Department of Defense (DoD) and USMC, facilitate approval and execution of local research and evaluation initiatives and support organizational strategic plans for the use and application of research and evaluation results. Reviews extramural research activities impacting behavioral program areas for soundness of methodology and value to the Marine Corps.

Qualifications

Master's  Degree from an accredited university or college in any of the following disciplines:  Social Work, Psychology, Education, Community Health, Public Health or related social science field, PhD preferred AND four years of experience in the occupation, or a related field or work area, OR an appropriate combination of education and experience that demonstrates knowledge and skills equivalent to that gained in the above, OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the above.  Must have the skills and abilities to effectively supervise employees.Experience that demonstrates knowledge of and strong background in statistical analysis with proficiency in statistical software; comprehensive knowledge of designing evaluation and research projects, interpreting surveys, fact finding, using investigative techniques and presenting results; skill to analyze and evaluate efficiency and effectiveness of business practices to meet goals and objectives.  Skill to analyze and evaluate procedures and systems to improve operations and design surveys to determine compliance with established policies and procedures. Establish sound management practices and maintain effective relationships with, and gain confidence and cooperation of, a variety of stakeholders. Requires both strong interpersonal communication and written communication.  Ability to provide grammatical edits and conceptual feedback on research and evaluation deliverables is critical.Comprehensive knowledge of military behavioral programs and their effect on Marines and their families; knowledge of DoD and Marine Corps policies and activities; management principles and processes preferred; analytical and evaluative methods and techniques to assess program development and improve organizational effectiveness and efficiency. Telework: Eligible for incremental telework as determined by MF policy.
