This a National Guard Title 5 Excepted Service Position. This National Guard position is a Permanent GS-0080-11 SECURITY SPECIALIST (TITLE 5), Position Description Number T6008000 and is part of the MO 131st Bomb Wing. This is a non-bargaining position.

Duties

Participates in correcting deficiencies identified through the stan/eval program. Reviews Inspector General (IG) reports to identify and facilitate crossflow program improvements. Tracks and follows-up on inspection findings to ensure problems and deficiencies are corrected. Coordinates with branch/section chiefs and supervisors to determine testing requirements. Develops local directives for the stan/eval program. Obtains, maintains, and provides for proper usage of police equipment to meet objectives. Plans for the use of physical security equipment, ensuring the most efficient and economical combination of manpower and equipment. Implements DoD, USAF, and MAJCOM policies and plans. Develop operating procedures, process flows, narrative reports and other documents showing methods and processes to be followed. Manages civilian police equipment accounts. Ensures hazardous and sensitive materials or equipment are properly stored, labeled, and proper disposal procedures are followed. Serves as the functional point of contact for day-to-day budget/financial issues. Performs budget formulation work involving review and preparation of budget estimates and financial plans. Performs budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of funds. Provides advice, assistance, and guidance on budgeting and related information and conducts analyses, reviews, and special studies of budget and/or related information. Performs and enforces the full spectrum of Police Officer duties within the assigned federal jurisdiction. Performs the full range of installation perimeter access control duties. Performs the full range of duties for defending Protection Level Resources. Perform emergency response and incident command and control. First responder to critical incidents. Performs other duties as assigned.

Requirements

  • Must be able to obtain and maintain the appropriate security clearance of the position.
  • This position has been identified as a designated position under the Air Force Drug Testing Plan. Incumbent(s) of this position is subject to the possibility of a random drug test.
  • Must be able to operate all Security Forces Vehicles and installed equipment.
  • Must pass formal law enforcement training school as outlined upon selection.
  • Must obtain and maintain first responder training/certifications required in CPR techniques, self-aid buddy care and/or Tactical Combat Casualty Care (TCCC), and first aid on the job and maintain annually.
  • Recurring training is required to keep the incumbent knowledgeable on the updated specialized tactics, techniques, and procedures necessary for preparation and response to catastrophic events, terrorist attacks and related threats to installations.
  • United States Citizenship is required.

  • In accordance with the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968, an individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

Qualifications

GENERAL EXPERIENCE:Must possess experience, education or training which provided a general knowledge of principles of organization, management, and administration; experience compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information; experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled; and experience using computer and automation systems. GS-11 SPECIALIZED EXPERIENCE: Must possess one year of specialized experience equivalent to the GS 09 grade level or equivalent that demonstrates the ability to develop and recommend policy; knowledge of procedures and operating methods to perform internal inspections, provide feedback and recommendations for external inspections, installation entry control, armed response and dispatch; ability to apply judgement and knowledge in various areas of the specific mission; understanding of maintaining law and order, protection of life, property and the civil rights of individuals; knowledge of supply management principles and practices; and experience with automated supply databases. This specialized experience must also include knowledge of hazardous materials; experience working with budgetary procedures and limitations; ability to advise leadership; and experience recommending solutions to problems. LAUTENBERG AGREEMENT: These positions authorize the incumbents to carry a firearm. Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition (Title 18, U.S.C., Section 922(g) (91)). Candidates who have been convicted of a misdemeanor crime of domestic violence are not qualified for these positions. Candidates under consideration will be required to certify whether they have ever been convicted of such an offense. False or fraudulent information provided by candidates is criminally punishable by fine or imprisonment (Title 18, U.S.C., Section 1001). INVESTIGATION OF FITNESS: A character investigation will be conducted on applicants selected for employment. The purpose of such an investigation is to secure evidence of the candidate's honesty, integrity, general character, and loyalty to the U.S. Government. Such investigations will be conducted under the security requirements of the hiring agency.
