The Supervisory Medical Administrative Program Specialist serves as a Supervisory Program Specialist for one of 4 program areas for the Health Administration Service (HAS) under the Associate Director's office at the VA St. Louis Health Care System (VASTLHCS). The primary purpose of this position is to coordinate, develop, evaluate, and improve HAS administrative processes by overseeing the work of subordinate staff.

The Supervisory Medical Administrative Program Specialist is vital part of the Health Administration Service (HAS). This role aids in improving the daily functioning of administrative staff, veterans, and the many specialty areas within the VA St. Louis Health Care System.
Major duties and responsibilities include, but are not limited to:
Plan work to be accomplished by subordinates
Hear and resolve complaints
Provide cross coverage for supervisors in other sections
Identify developmental and training needs of employees
Provide or make provision for development and training
Interview candidates for subordinate positions
Recommend appointments, promotions, and reassignments to hire staff
Develop performance plans and evaluate performance of subordinates
Implement/adhere to organizational equal employment opportunity action plans
Coordinate with service line staff to identify information needs and develop data collection methods and report formats to meet those needs
Research and analyze problems, issues, program requirements and new or uncommon administrative issues
Design and develop dissemination and training materials
Perform clerical procedures, pertaining to eligibility benefits, pertinent to outpatient and inpatient treatment
Weekly driving to the John Cochran Division and surrounding Community Based Outpatient Clinics (CBOCs).
Work Schedule: Monday - Friday,8:00 am - 4:30 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/19/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-09 position you must have served 52 weeks at the GS-07.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Oversee administrative work and program activities; Evaluate work associated with program activities; Present supporting findings from program related reports such as VSSC, VistA, Power BI, and other data sources; Prepare a variety of written correspondence and other documentation, i.e., formal letters, position papers, report, briefings, charts, etc.; Consolidate Health Record in order to research and extract a variety of information relevant to determine a Veteran's eligibility for inpatient and outpatient services; Maintain applicable regulations and instructions regarding access to computerized files, release of access codes, etc. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 2 full years of progressively higher level graduate education leading to degree, a master's or equivalent graduate degree, or LL.B or J.D., in a related field of the position to be filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond one full years of graduate level education may be used to qualify applicants for the GS-09 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary; however, duties will involve walking, occasional bending, standing, lifting, and carrying of manuals and/or files. A substantial amount of work time involves reading, writing, and utilizing computers.
