The incumbent serves as a Supervisory Program Specialist - Health Profession Education service (HPES). Performing a high level administrative, evaluative, technical work with the Associate Chief of Staff for Education. This is to achieve a balanced program involving decisions which have a direct and substantial effect on the health care organization. The position contributes to the establishment of policy and programs for HPE by providing and interpreting information.
Duties
Duties include, but may not be limited to the following:
Leading projects from initiation to completion and presenting the results to senior leadership throughout the Medical Center.
Compiling all the necessary documentation and information by organizing a project management team.
Working closely with the Service Chief and others in implementing and evaluating policies, plans, and internal operational systems.
Managing and coordinating all online communication tools such as internal SharePoint websites and other related informational tools, all done in consultation with communication specialists.
Coordinating events hosted by officials, with assistance from continuing educational staff and initiatives when warranted.
Working with various boards to coordinate regular committee meetings, ensuring all event management steps are completed.
Performing audits and special studies to evaluate program effectiveness.
Collecting and analyzing data from a variety of sources, measuring results, and reporting findings.
Performing the full range of personnel management and administration for an organization with varied functions and activities.
Acting as the liaison with the human resources office concerning personnel-related matters.
Provides orientation for new staff.
Processing new employees by requesting necessary equipment government issues laptop, cellphone, PIV card, and assure that all program access is complete.
Providing budget and financial management for WHP and all its programs.
Performs other duties as assigned.
Supervisory Duties: Directly supervises personnel engaged in the accomplishment of HPES functions. Prepares plans to meet substantial changes in workload and proposes and justifies revisions in staffing levels, work priorities and deadlines. Assigns responsibilities and work to subordinates. Develops performance standards and conducts appraisals. Discusses implementation of changes, resolution of problems and plans work methods of staff members. Keeps employees informed of management goals and objectives and higher-level supervisors informed of employee concerns. Initiates requests to fill vacancies, approve overtime, and initiates formal requests and recommendations for promotion, reassignment, outstanding performance and other personnel actions. Interviews candidates for positions in the branch and recommends appointment, promotion, or reassignment to such positions. Initiates, reviews and signs job descriptions. Participates in position management and classification surveys. Reviews work methods and organization and position structures to achieve optimum results. Approves and disapproves leave and investigates suspected abuse of sick leave.
Receives formal grievances from subordinates. Holds corrective interviews with subordinates, takes or recommends disciplinary action. Orients new subordinates. Determines training needs. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement 10/06/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS11, in the normal line of progression for the occupation in the organization. Specialized experience would typically include, but are not limited to: Coordinates ongoing data collection and performance analysis to determine optimal organization performance.; Organizes, compiles, summarizes, and analyzes the data collected and develops reports which reflect the scope of activities and identifies trends and opportunities for improvement.; Provides training and troubleshooting for clinical and administrative staff in business processes and associated supporting software. Maintains records, prepares project administrative and statistical reports, assures compliance with review process, and monitors compliance with program requirements.

You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Demands: The regular and recurring work of this position is sedentary in nature and involves sitting at a desk, conferences, meetings, etc., and visits to facility work sites. Occasional use of automobile and public conveyances may be required. No special physical exertion is required.
