This position is located in Mental Health Service at the VA St. Louis Health Care System and reports to the mental health administrative officer. This position performs a wide range of administrative functions in support of both clinical and administrative operations within Mental Health Service.

Duties

Duties include, but not limited to: Responsible for advising, planning, developing policies, implementing and evaluating administrative processes and programs, such as contract and funds management, staffing efficiency, labor mapping, human resources, consult management, RMD, and communications across the services line. Coordinates ongoing data collection and performs analysis to determine optimal organizational performance. Collects data from various sources; analyzing data; and developing reports; to determine current performance and develops and implements local performance measures as needed to assess current status and determines areas targeted for improved effectiveness and efficiencies of Mental Health practices. Reviews Medical Center Policies (MCP) and Standard Operating Procedures (SOP) to ensure they are reviewed and published before their due dates. Reviews memos/ correspondence before they are submitted with corrections needed before the documents are submitted to the Executive team. Serve as a Control Point Official and initiates and approves necessary forms and electronic request transactions. Monitors fund control points on a day-to-day basis and requests transfers between accounts as needed throughout each Fiscal Year to ensure service functions within budget allocations. Serves as administrative liaison with medical center management for the Chief, representing Mental Health on committees, workgroups, and executive level conversations as needed. Coordinates with leaders and other service lines on organizational requirements, providing feedback on progress, targets and metrics and ensuring that appropriate administrative polices are being followed. Leads or serves as a team member on special projects or studies to examine and address a wide variety of concerns related to quality and efficiency within the service. Participates in and has overall responsibility for ensuring systematic internal and external reviews of the program. Addresses patient concerns and complaints via the Patient Advocate reporting system, VSignals surveys, White House Hotline complaints and Congressional inquiries. Performs other related duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday, 8:00am - 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/02/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: responsibility for advising, planning, developing policies, implementing and evaluating administrative processes and programs, such as contract and funds management, staffing efficiency, labor mapping, human resources, consult management, RMD, and communications across the services line; coordinating ongoing data collection and performs analysis to determine optimal organizational performance; reviewing Medical Center Policies (MCP) and Standard Operating Procedures (SOP) to ensure they are reviewed and published before their due dates; monitoring fund control points on a day-to-day basis and requests transfers between accounts as needed throughout each Fiscal Year to ensure service functions within budget allocations; responsibility for the development, implementation, and compliance with quality improvement plans/activities of the Service. Monitors medical center, section specific, requirements for compliance (e. g. The Joint Commission (TJC), Office of Inspector General, VACO, quality assurance, etc.). NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed three (3) years of progressively higher-level graduate education or masters or equivalent graduate degree or LL.B. or J.D., in a related field of the position to be filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must possess an equivalent combination of successfully completed graduate level education (beyond the first year) and specialized experience as described above, to meet the total experience requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position. This education must have been obtained in an accredited college or university. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. Experience must be clearly indicated in your resume. GS-12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization.
