Duties
Carries out the full range of EEO complaints processing for BLM and on a contractual basis with other organizations.
Provides specialized services in the area of the Title VII Complaints Adjudication Process; Title VI work related to the Bureau of Land Management Public Civil Rights (PCR) Program; and/or implementation of Diversity and Inclusion Program.
Works with Agency leadership to develop governing policies with regard to handling complaint activities, analyzing allegations of discrimination raised by individuals or classes of individuals.
Provides guidance and oversight of initial fact finding and/or mediation between the parties to resolve the concern(s).
Prepares causal analyses of situational issues for the purpose of identifying and addressing systemic problem areas, reviewing Report of Investigations for legal sufficiency.
Assists in drafting EEO Settlement Agreements, providing recommendations for the purpose of addressing and preventing repetition of
undesirable behaviors and/or business practices.
Develops and facilitates training to Bureau of Land Management employees in the areas of Equal Employment Opportunity and Civil Rights.
Provides advisory services to managers and supervisors on recruitment activities and ensures outreach efforts are effective in addressing barriers.
Develops and delivers diversity training to Bureau of Land Management leaders, and employees.
Prepares responses to inquiries from all sources, to include complainants’ representatives, employees, members of Congress, representatives of the Executive Branch, special interest groups, the judicial system, and as well as the general public.
Requirements

- Appointment will be subject to a favorably adjudicated background/suitability investigation/determination.
- If selected for this position, you will be required to annually complete a Confidential Financial Disclosure Report, OGE-450 within 30 days of reporting to duty.
- May require a one-year probationary period.

For GS 11 you must possess:
Experience: one (1) full year of specialized experience at or equivalent to the GS-09 level that is equivalent in difficulty and complexity. Specialized experience is defined as applying Equal Employment Opportunity (EEO) laws, regulations, policies, procedures; and providing technical guidance addressing Equal Employment Opportunity (EEO) statutes, regulations, guidelines, and requirements.

Education: have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. You must provide a copy of your college transcript(s).

For GS-12 you must possess:
Experience: You must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity. Specialized experience is defined as applying Equal Employment Opportunity (EEO) laws, regulations, policies, procedures; providing technical guidance addressing Equal Employment Opportunity (EEO) statutes, regulations, guidelines, and requirements; conducting training regarding the interpretation and implementation of Equal Employment Opportunity (EEO) and other nondiscrimination laws.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604.
