The position is located within the Spinal Cord Injury Service Care Line of the STVHCS. The Management and Program Analyst develops tools to mine data, interpret and display trends, and provide leadership in problem solving and solution implementation. Interfaces and collaborates with other federal local, regional, and national sources of data to develop, enhance, analyze, and resolve questions/problems dealing with structure, process, operation, and implementation of projects.
Duties
Performance Measures, Clinic Access, the Consult and Encounters processes, assist in identifying clinical personnel needs, Patient Satisfaction, Patient Flow and will provide data for Service Strategic Business Planning.
Give advice, counsel, or instruction to employees on both work and administrative matters. Incumbent will hear and resolve complaints from employees, referring group grievances and more serious unresolved complaints to a higher level supervisor or manager, as well as conduct fact findings and resolutions for patient complaints; effect minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases; identify developmental and training needs of employees, providing or arranging for needed development and training; find ways to improve production or increase the quality of the work directed.
Familiar with the consult management process and encounters completion to ensure that clinical staff follows business rules in managing consults, capturing workload, and takes necessary corrective actions to resolve any issues.
Manage the clinical supply budgets through the use of fund control points (FCP), monitors the online certification invoice system (OLCS) and approves orders as needed.
Responsible for maintaining certifications as a contracting officer's representative (COR) and Learning Management System (LMS) administrator to track and assist with mandatory training requirements.
Ensure clinics are maximally utilized and that clinical performance measures are met, to include clinic wait times, missed opportunity rates, electronic wait lists, and consult response times. In addition, incumbent will ensure clinical encounters and consults for all clinical sections are managed timely.
Able to conduct fact finding inquiries for patient complaints and prepare required congressional responses that are reported.
Able to comprehend and complete within the designated time periods various quantitative and qualitative reports, budget statements, DSS labor mapping surveys.
Identifying problem areas and provide management with solutions to correct poor work situations, and prevent potential problems, including staff shortages.
Work Schedule: Monday - Friday; 7:30 a.m. - 4:00 p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/04/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Knowledge of pertinent laws, regulations, policies and precedents which affect the outcomes of patient care and related support resources in all of the clinical activities under Mental Health Product Line (MHPL); 2) Knowledge of agency program goals and objectives, the sequence and timing of program events and milestones, and methods of evaluating the worth of program accomplishments; 3) Incumbent must analyze and evaluate the efficiency and effectiveness of the multiple program operations of the Mental Health Product Line (MHPL), assessing the effectiveness of the services provided to the Veterans served; 4) Knowledge of management theories, principles and techniques relating to human resources, financial management, interpersonal communications, and their interrelationships in order to assist with development and implementation of policies and procedures concerning administrative support activities; 5) Ability to work with numerous and varied computer software programs. Includes through knowledge and ability to work with DHCP/VISTA software applications as they apply to mental health assignment, patient care processing, workload capture, resource allocation and practice management profiling; and 6) Skill in written and oral communication to prepare and present findings and recommendations to both MHPL leadership and Senior Leadership, carry out specific actions regarding controversial issues, and gain acceptance of new health care delivery concepts and methods. Education: Successful completion of a master's or equivalent graduate degree, successfully completed two (2) full years of progressively higher level graduate education leading to such a degree, LL.B or J.D. if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR,
Combination: Combinations of successfully completed graduate level education (beyond the first year) and specialized experience, as described above, to meet the total requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position.

Physical Requirements: The work is sedentary. Some work may require movement between clinical activity overseen by Mental Health Product Line (MHPL). Traveling off station and between divisions to meeting is necessary and working some overtime hours may be necessary.
