Duties

This position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives. As a Public Health Analyst, you act as a technical authority on all aspects of grant/agreement assistance issues including audit and dispute resolution for a significant organizational segment of an agency. Your major duties and responsibilities include: Reviewing applications for grant assistance, proposed revisions, supplemental requests, and/or other changes to approved scope of the approved project to ensure that: (1) all statutory and regulatory requirements are met; (2) proposed changes are in accord with overall program guidelines, and (3) grantees are utilizing the most advanced administrative and operational techniques and resources to meet the needs of the communities and populations they serve. Serving as project manager for centrally-managed public health activities, performing the full range of program/project management functions. Evaluating and analyzing grantee performance to ensure compliance with program requirements. Providing direct consultation and assistance to grantee organizations concerning programmatic regulations, program guidance, and application instructions. Requirements

  • U. S. Citizenship is required.
  • All qualifications and time-in-grade requirements must be met by the closing date of the announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.

QUALIFICATION REQUIREMENTS: Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that your resume experience demonstrate that you possess the following competencies: 1. Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities. 2. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings. 3. Knowledge of a specialized public health program. 4. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions. 5. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials. MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. To qualify for this position at the GS-13 level, your resume must clearly demonstrate that you have at least one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-12 level Examples of minimum qualifying specialized experience equal to the GS-12 level include performing the following types of tasks on a regular and recurring basis: Analyzing, evaluating and providing guidance on public health program management and administration. AND Developing and implementing systems for monitoring and assessing the performance of authorities receiving funds from public health grants. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. A competency is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions. PUBLIC HEALTH PROGRAM MANAGEMENT: Plans, develops, coordinates and manages the structure and administration of public health organizations and the policies that impact health programs and reimbursement of health services. GRANTS ADMINISTRATION: Administers grants and cooperative agreements, applying knowledge of organizational needs and deadlines. PROGRAM MANAGEMENT: Designs, implements and manages multiple or ongoing programs/projects, and directs the related resources, personnel and activities. COMPLIANCE: Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.
