Salary: Lakewood, CO - $96,684 (Step 1) - $125,685 (Step 10) Reston, VA - $99,200 (Step 1) - $128,956 (Step 10) Sacramento, CA - $96,148 (Step 1) - $124,988 (Step 10) NOTE: First time hires to the Federal Government are typically hired at the Step 01. This job opportunity announcement may be used to fill additional similar vacancies in other U.S. Geological Survey offices.

As a Human Resources Specialist (Employee and Labor Relations) Office of Human Capital, some of your specific duties will include: Serving as an advisor to all levels of management (e.g., supervisors, managers, directors, etc.) on the following elements of employee relations and labor relations:

Qualifications

For GS-12: Applicants must meet the following to qualify for the GS-12 level: One year of specialized experience in or directly related to this position that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of this position. To be creditable, the required specialized experience must have been equivalent to at least the GS-11 level in the Federal service. Examples of GS-11 level work may include: knowledge of a wide range of in-depth employee relations concepts, principles, practices, and legal and regulatory requirements sufficient to provide a broad expertise in advising senior management and supervisors on a myriad of complex and frequently contentious issues. Knowledge of complex concepts, principles, practices, and case law regarding third party powers and procedures sufficient to research facts, legal precedents, and define legal and factual parameters/issues of cases; assist in the preparation, maintenance, and filing of necessary documents and files; and represent management before third parties in quasi-judicial boards and commissions. Knowledge of negotiation and persuasion techniques sufficient to explain and justify management's actions. You must meet all qualification and eligibility requirements for the position by the closing date of the announcement.

  • Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
