About the Position: Serves as a Program Analyst on the execution of service requirements and administrative services to the National Simulation Center (NSC). Eligible for situational telework ONLY, including emergency and OPM prescribed "unscheduled telework".

Duties

Performs in-depth studies and engages in special projects in a variety of NSC, management, and administrative program areas. Utilizes a comprehensive knowledge of NSC support activities and its mission to accomplish objectives. Provides analyses and objective based information to decision makers to support mission accomplishment and to ensure optimum management strategy. Works closely with functional experts in the following areas: budget, manpower documentation, mission command, Live, Virtual, Constructive and Gaming (LVCG) capabilities, and home station training. Coordinates and accomplishes as necessary all operational functions within the organization and follows up with subordinate offices to ensure compliance with all applicable policies and procedures.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must be able to obtain and maintain a SECRET security clearance.
  • Incumbent must be willing to travel away from home up to 20% of time on TDY.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). -OR- Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (Note: You must attach a copy of your transcripts.) -OR- Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.) GS-12: Specialized Experience: One year of specialized experience which includes: 1) Utilizing qualitative and quantitative analysis to assess program development, execution, and improving program effectiveness and efficiency; and 2) Coordinating with stakeholders to solve complex administrative, operational, organizational, and managerial concerns. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Education: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--NO substitution of education for experience is permitted. Time in Grade Requirement for GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). Time in Grade Requirement for GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). NOTE: Applicants must meet applicable time-in-grade and specialized experience requirements within thirty (30) days after the closing date of the announcement. NOTE: This position is developmental and may be filled at the GS-11 or GS-12 level. If selected at the GS-11 level the incumbent may be non-competitively promoted pending time-in-grade requirements and demonstrated ability to perform the next level/grade duties. The full performance level for this position is GS-12.
