About the Position: Serves as Contract Specialist responsible for the full range of pre-award, post-award procurement functions in support of the national defense mission. The MICC provides cradle to grave contract support for supplies, services, and test support services in support of the Army Mission.

Duties

Serves as Contracting Officer responsible for the full range of pre-award and post-award contract functions. Ensures appropriate funding and required waivers, certifications, approvals, and compliances have been obtained for purchase requests. Administers long-term, complex master contracts awarded for decentralized usage by Mission and Installation Command, MICC- Fort Eustis

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • You must possess or be able to obtain and maintain a SECRET security clearance.
  • This position may have a Temporary Duty (TDY) or business travel requirement up to 15% of the time.
  • Position requires certification per Federal Acquisition Regulation (FAR) and its supplements necessary to obtain a Contracting Officer Warrant, authorizing signature and the full range of responsibilities that accompany contracting officer duties.

Basic Education Requirement for Contract Specialist: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. (NOTE: You MUST provide a copy of your Transcripts in order to be considered) OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: 1. Performing pre-award or post-award contracting function involving complex contracts and Negotiating contract prices, terms, and conditions to evaluate cost proposals, 2) Advising Contracting Specialists and interns on administering and the documenting of contract files; 3) Utilizing contracting writing systems and automated database systems to upload contracting data to ensure supply and service orders are in compliance with regulations; 4) Training entry level and junior personnel on contracting processes and procedures to support career progression and 5) Develop and issue solicitations with appropriate provisions using contracting database . This definition of specialized experience is work performed at the next lower grade/level position in the federal service (GS-12 or above). You will be evaluated on the basis of your level of competency in the following areas: Contract Performance ManagementInitiation of WorkPreparation and Negotiation Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-???????12).
