About the Position: This position will be physically located in Wilmington, North Carolina (NC). Wilmington, NC is a coastal town with a population of over 150,000 located between the Cape Fear River and the Atlantic Ocean. Wilmington, NC housing availability is very good. We have a beautiful natural setting with mild winters, abundant beaches, water activities, golf courses and other amenities, which can be enjoyed by outdoor enthusiasts during all four seasons.

Duties

Provides technical advice to the Commander, Deputy District Engineer for Programs and Project Management, other technical chiefs, and project managers on civil works program policy, funding, scheduling, and manpower. Prepares the District's Civil Works program for presentation and defense at the Division Office, HQUSACE, Office of the Assistant Secretary of Civil Works (OASA-CW), Office of Management and Budget, and Congress. Participates in preparation and execution of local sponsor cost sharing agreements and financing plans to assure consistency with programming and budgetary criteria. As Chief, Programs Management Section, exercises principal leadership and directs a staff of approximately 3 to 5 team members.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must possess and maintain a valid state issued driver's license.
  • Business Travel up to 10% may be required.
  • Incumbent is required to obtain and maintain a Facility Engineer Level 3 Certificate within 24 months of selection into the position.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Budget AdministrationFederal Funds ProcessingLeadershipTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
