About the Position: This position will be physically located in Wilmington, North Carolina (NC). Wilmington, NC is a coastal town with a population of over 150,000 located between the Cape Fear River and the Atlantic Ocean. We have a beautiful natural setting with mild winters, abundant beaches, water activities, golf courses and other amenities, which can be enjoyed by outdoor enthusiasts during all four seasons.

Duties

Provide Quality Control for the District’s Project Delivery Business Process (PDBP) and the Annual Execution Engineering Circular. Maintain close liaison and technical oversight with Program Analysts/Project Schedulers throughout the District to assure that civil works project management metric requirements are met. Provide technical advice to leadership on the civil works program business process and metrics including input to regional meetings. Oversee related business, project, network, computer, and technical tools and programs in the US Corps of Engineers (USACE), specifically, as related to Project Management software programs. Provide expert advice on project scheduling software and integration with financial software. Apply principles, methods, or tools for scheduling, coordinating, monitoring, evaluating costs and progress. Develop performance standards and evaluate performance by providing feedback to subordinates. Address work-related problems or concerns with employees. Identify developmental and training needs of employees.

Specialized Experience: One year of specialized experience which includes: (1) providing technical advice to leadership and key personnel on civil works program business processes budgeting, scheduling, manpower, and associated project management scheduling software; (2) developing budgets and schedules for current and long-range Civil Works programs in project management scheduling software; (3) Preparing presentations to organization leadership on budget and schedule metrics: (4) determining the impact of pertinent policies and project management business process on the Civil Works programs and projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
