Duties
Leading a team of employees and contractors to implement the National Level Exercise program as part of the National Exercise Program and the National Preparedness System in partnership with other Federal departments and agencies, FEMA Regions, states and locals to validate our national capabilities to prevent, protect against, respond to, and recover from the threats and hazards that pose the greatest risk to the security of the Nation.
Building and maintaining coalitions with key stakeholders across other Federal departments and agencies, regional counterparts, and state partners to collaborate on the design and delivery of exercises that examine national preparedness.
Fully participating with the Branch Chief in establishing priorities for the NLE section, managing multiple concurrent projects, recommending courses of action, making effective decisions, and translating decisions and intent into instructions for federal and contract staff.
Representing the National Exercise Division and FEMA at meetings, negotiating with key officials within and outside FEMA on matters relating to national preparedness and the NLE program, and exercising authority to speak for and commit the Division to specific actions within the bounds of Agency policies and the priorities of higher-level senior staff.
Demonstrating strategic leadership ability to advise in the formation, promulgation, and effectiveness of exercise program guidelines and policies.
Requirements
- Must be a current permanent Federal employee
- Must have supervisory approval to apply to the Joint Duty Assignment. DHS 250-2 Application Form under "required documents" section.
- Must NOT have any pending/outstanding disciplinary actions
- Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation
- Must be currently at the grade level of the detail. *No Temporary Promotion Opportunity*
- The program does not apply to members of the Military service or contractors.
Qualifications
Qualifications required:
Supervisory experience, including technical and administrative supervision to a diverse staff with a range of experiences and responsibilities.
Proven experience leading teams to manage a large, national-level program related to emergency management or national preparedness.
Familiarity with the National Exercise Program and best practices for exercise design and delivery.
Experience serving as a senior level program manager and/or advisor to executive leadership and professional staff.
Proven ability to work with a diverse set of stakeholders, such as National Preparedness Directorate (NPD) partners, FEMA Regions, the National Security Council, the Department of Homeland Security, and other Federal interagency partners.
Proven strong project management skills, including initiating, running, and concluding a project while engaging and ensuring buy-in with a wide variety of stakeholders
Demonstrated leadership, negotiation, communication, and team building skills
