THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a HUMAN RESOURCE SPECIALIST (CLASSIFICATION/R&P) - TITLE 5, Position Description Number PDT5035000, PDT5027000, and PDT5017000 and is part of the KY HRO, National Guard.

Duties

As a HUMAN RESOURCE SPECIALIST (CLASSIFICATION/R&P) - TITLE 5, GS-0201-9/11/12, you will perform a combination of functions and serves as an advisor to management and employees by providing comprehensive human resources (HR) services on classification, position management strategies, recruitment, internal placement, merit principles and pay flexibilities. Advise on supervisory ratios, appropriate use of assistant and lead positions, position and manpower design concepts, fragmented organizational structures, grade controlling factors, etc. Conduct reviews of position classification and workforce management programs. Certify and implement standardized position descriptions. Implement classification releases/manpower changes. Review and approve amendments to position descriptions. Monitor fill rates of manpower requirements for agreement with National Guard Bureau and State Adjutant General's guidance. Administer merit placement plan. Provide guidance and assistance in the development of job analysis and ranking criteria. Prepare announcements and qualify applications. Determine nature of action and legal authority for placement actions. Research and prepare replies to Congressional inquires relating to employment. Research and develops solutions and strategies to recruitment and retention problems. Provide technical assistance to managers in developing justifications for requesting the use of special salary rates, recruitment bonuses, retention allowances or other authorities. Counsel eligible employees on the DoD Priority Placement Program. Defend recruitment and placement actions taken in accordance with policies, regulations, and procedures in the event of recruitment or placement grievances. Manage technician permanent change of station moves. Develop, recommend, maintain, and apply State's highest previous rate and other compensation programs. Set rates of pay for appointments, transfers, promotions, changes to lower grade, and changes between GS and FWS pay systems. May provide assistance to the National Guard Bureau, Human Resources Office and other state HR specialists on staffing issues and classification issues. Perform other duties as assigned. FOR GS-09: SPECIALIZED EXPERIENCE: Must have at least one (1) year experience at the next lower level in the normal line of progression through federal service (GS-07) or equivalent experience in the private or public sector that demonstrates the experience and knowledge of human resources programs and principles. Experience executing actions in personnel programs and Human Resources Information Systems. Knowledge of NG organizational structures, manpower standards, manpower resources, classification, and/or position management concepts. Experience completing personnel actions such as appointments, promotions, reassignments, etc. Experience applying program policies, directives, publications, and training aids. Experience that has provided a basic knowledge of other HR specializations, i.e. recruitment and placement, employee relations, labor relations, etc., for purposes of interacting and resolving specific personnel issues. FOR GS-11: SPECIALIZED EXPERIENCE: Must have at least one (1) year experience at the next lower level in the normal line of progression through federal service (GS-09) or equivalent experience in the private or public sector that demonstrates thorough knowledge and understanding of human resources programs related to federal civilian or military personnel programs. Experience that has provided a thorough understanding of the state ANG and ARNG organizational structures, and resources. Experience executing actions in personnel programs and Human Resources Information Systems such as Defense Civilian Personnel Data System. Experience applying classification standards and performing position management. Experience researching and resolving complex classification and staffing issues. Experience with recruitment and placement processes, merit placement/promotion plans, and interpreting occupational standards to evaluate applicant qualifications. Experience working with and knowledge of other HR specializations, i.e. employee relations, labor relations, etc., for purposes of researching and resolving specific personnel issues. FOR GS-12: SPECIALIZED EXPERIENCE: Must have at least one (1) year experience at the next lower level in the normal line of progression through federal service (GS-11) or equivalent experience in the private or public sector that demonstrates the extensive knowledge of federal civilian or military personnel programs. Experience that has provided comprehensive knowledge of the state ANG and ARNG organizational structures, manpower standards, manpower resources, and manpower data systems. Experience executing, reviewing, and correcting actions in personnel programs and Human Resources Information Systems such as Defense Civilian Personnel Data System. Experience performing personnel program requirements that involve advising supervisors and managers based on extensive knowledge of classification and position management. Experience developing and interpreting human resource policies, directives, publications, and guidance. Competent in merit principles, personnel plans, programs, and policies to guide or advise others on their implementation activities. Knowledgeable on allocating manpower resource budgets or execution procedures. EXPERIENCE REQUIREMENTS: Resume must have complete dates, work schedule, and/or hours worked per week for both civilian and military employment.
