THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a HR SPEC (LABOR RELATIONS) - TITLE 5, Position Description Number PDT5031000 and PDT5021000 and is part of the KY HRO, National Guard.

Duties

As a HR SPEC (LABOR RELATIONS) - TITLE 5, GS-0201-11/12, you will be responsible for labor contract negotiations and administration. Consult with management to include the State Adjutant General, Chief of Staff, Commanders, and Directorates to develop agency policies and positions for negotiation. May serve as chief negotiator or advisor to the management negotiating team(s). Apply Human Resources case law, principles, practices, and regulations to perform detailed analyses and draw conclusions on complex legal issues, problems, and situations. Utilize legal research methods, information gathering techniques, and analytical skill to locate, interpret, and analyze for applicability and appropriateness, precedent and substantive decisions, and/or legal opinions that courts and administrative bodies have rendered. Establish the state's position in impasse situations including the preparation of documentary material for review by a third party. Advise management on the day-to-day administration of collective bargaining agreement(s). Assist supervisors informally resolve disputes with union officials. Develop and represent the state's position in administrative proceedings such as unfair labor practices, grievance proceedings, impasses, and arbitrations. Advise management in determining appropriate procedures to follow. Prepare briefs, positions papers, etc., and assist witnesses in preparing testimony. Serve as point of contact to union representatives, NGB, and management on labor relations problems. Provide Alternate Dispute Resolution services and advice for human resources problems encountered by management and employees. Advise on Technician, AGR and State issues that are sensitive, serious, or controversial. Provide advice and assistance to management on preparing disciplinary and adverse actions. Prepare correspondence and documentation for appeal processes. Serve technical advisor or representative at hearings. Provide information on employee rights and obligations. Provide advice to management on formal and informal methods to assist them in carrying out their supervisory responsibilities. Analyze facts from individual actions, reports, and routine advisory services to correct employee relations problems. Advise employees on the substance of personal matters. May develop and administer the labor management partnership and joint labor management training. Perform other duties as assigned. FOR THE GS-11: SPECIALIZED EXPERIENCE: Must have at least one (1) year experience at the next lower level in the normal line of progression through federal service (GS-09) or equivalent experience in the private or public sector that demonstrates the experience and knowledge with federal civilian or military personnel programs. Knowledge and understanding of organizational structures; manpower resources; and/or manpower data systems. Experience interpreting, developing, and applying Human Resources policies, directives, and regulations. Knowledgeable of personnel plans, programs, and policies. Experience performing personnel program requirements that involve advising supervisors and managers. FOR THE GS-12: SPECIALIZED EXPERIENCE: Must have at least one (1) year experience at the next lower level in the normal line of progression through federal service (GS-11) or equivalent experience in the private or public sector that demonstrates the experience and knowledge of federal civilian or military personnel programs. Experience and extensive knowledge of organizational structures; manpower standards; manpower resources; or manpower data systems. Extensive knowledge of labor relations concepts, laws, policies and practices. Competent in merit principles, personnel plans, programs, and policies to guide or advise others on their implementation activities. Experience with performance management and productivity programs; or advising on process improvement, best practices, and performance techniques. Experience developing and implementing Human Resources policies and procedures. Experience performing the full spectrum of personnel program requirements to accomplish labor union negotiations and agreements. EXPERIENCE REQUIREMENTS: Resume must have complete dates, work schedule, and/or hours worked per week for both civilian and military employment.
