About the Position: This position develops and administers the Army Substance Abuse Program (ASAP) and provides prevention and educational services to Military Personnel, DA Civilians, the Commands, and Public/Community awareness programs.

Duties

Public speaking to Command Teams, Soldiers, and DA Civilians. Plans, develops, and conducts public/community awareness programs. Assists in the development of local on-going substance abuse prevention programs involving Soldiers and DA Civilians. Implements training and monitoring of the Risk Reduction Program (RRP). Coordinates education and training provided to high-risk units by other organizations and may be required to assist other activities with related or linked problems in RRP. Assist with maintaining operating policies and procedures for the operations at the Drug Collection Point that involves collecting, documenting, recording, packaging, shipping, and reporting of test results. Monitors and inspects soldier education to ensure technical competency in the subject matter areas of alcohol and drug abuse. Represents the installation at designated military and civilian community functions. Develops, coordinates, and executes a robust and continuing training program for Unit Prevention Leaders (UPL), Soldiers, and DA Civilians providing on-going technical guidance on ASAP areas of instruction.

Requirements

  • Must be able to obtain and maintain eligibility for a Secret security clearance.
  • Subject to a one-year probationary period unless the appointee has previously met the requirements. While probationary the incumbent can be terminated with limited appeal rights.
  • This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
  • Incumbent will need to be certified by the DA DTC Certification Course within 9 months of assuming their duties.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: MINIMUM QUALIFICATIONS: One year of specialized experience which includes: (1) providing training or presenting presentations to large group of individuals AND (2) participating in coordination of public outreach efforts. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). Some federal jobs allow you to substitute your education for the required experience in order to qualify. In addition to meeting specialized experience, you can qualify if your education and/or experience meets the following: Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Customer ServiceInterpersonal SkillsPlanning and Evaluating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
