About the Position: This position develops and administers the Army Substance Abuse Program (ASAP) and provides prevention and educational services to Military Personnel, DA Civilians, the Commands, and Public/Community awareness programs.
Duties
Works under the general supervision of the Alcohol and Drug Control Officer who outlines broad program goals and objectives of the installation's Army Substance Abuse Program prevention and education services.
Plans, develops, and conducts public/community awareness programs. Assists in the development of local on-going substance abuse prevention programs involving Soldiers and DA Civilians.
Implements training and monitoring of the Risk Reduction Program. Coordinates education and training provided to high-risk units by other organizations and may be required to assist other activities with related or linked problems in RRP.
Assist with maintaining operating policies and procedures for the operations at the Drug Collection Point that involves collecting, documenting, recording, packaging, shipping, and reporting of test results.
Monitors and inspects soldier education to ensure technical competency in the subject matter areas of alcohol and drug abuse.
Represents the installation at designated military and civilian community functions.
Develops, coordinates, and executes a robust and continuing training program for Unit Prevention Leaders, Soldiers, and DA Civilians providing on-going technical guidance on ASAP areas of instruction.
Public speaking to Command Teams, Soldiers, and DA Civilians.
Develops and administers an ASAP prevention and education program to include goals, objectives and milestones for personnel.
Plans, develops and conducts public/community awareness programs.
Designs special courses in response to identified ASAP trends and needs of the installation to include counter-narcotics focused training.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
- Incumbent will need to be certified by the Department Army Drug Testing Coordinator Certification Course within 9 months of assuming their duties.
- Must be able to obtain and maintain eligibility for a Secret security clearance.
- Term employment is subject to a one-year trial period. Employees serving a trial period can be removed with limited appeal rights.

BASIC REQUIREMENT:
A. Degree: Bachelor's degree (or higher degree) in behavioral or social science, or related disciplines appropriate to the position.
OR
B. Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
C. Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes: (1) providing training or presenting presentations to large group of individuals AND (2) participating in coordination of public outreach efforts.. This definition of specialized experience is typical of work performed at the second lower grade/level position in the Federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
