The Supervisory Librarian position is located with the National Library of Medicine, User Services and Collection Division and will serve as the Branch Chief for the division.
Duties
The incumbent serves as the Branch Chief and will perform the following duties:
Establish the vision and strategic priorities for the Branch that align with NIH, NLM and USCD missions and strategic plans.
Manage the operations of the Branch including formulating, establishing and interpreting policies; developing, and evaluating programs; developing and implementing long term and operational plans.
Use expert knowledge to formulate, establish, and interpret policies and establish procedures.
Direct and supervise the activities of employees engaged in performing the substantive functions of the Branch, including the Deputy Branch Chief and Program Managers.
Oversee performance management and provides directions, guidance, training and a work environment which enables success of staff and promotes excellence of accomplishment.
Meet with key officials from NIH, HHS, and other Government agencies and from the scientific and publishing communities to discuss matter of a highly technical nature that have a major impact on NLM's operations, products, and services.
Serve as an authority and spokesperson on NLM's services and resources for library and information science professionals, health professionals, researchers, clinicians and the general public.
Participates in the coordination and implementation of programs and activities with other areas across NLM.

Qualifications
In order to qualify for a Supervisory Librarian, GS1410 at the GS-14 level, you must have:
A. Successfully completed at least 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree in any field; OR
B. A total of at least 5 years of combined college-level education, training, and/or experience. This education, training, and/or experience must have provided you with a knowledge and understanding of the theories, principles, and techniques of professional librarianship; knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.
In addition to the above, in order to qualify for a Supervisory Librarian position at the GS-14 level, you must have 1 year of specialized experience equivalent to at least the GS-13 level in the Federal service performing the following tasks:(1) Manage the operations of a program including formulating, establishing and interpreting policies and developing and implementing long term and operational plans; (2) Recommend changes to policies, programs, allocation of resources and organizational structures as required; (3) Serve as an authority and spokesperson on services and resources for library and information science professionals, health professionals, researchers, clinicians and the general public; AND (4) oversee the performance of subordinate staff and provide counseling, advice, and instruction concerning both technical and administrative matters.
