The Supervisory Librarian position is located with the National Library of Medicine, User Services and Collection Division, Discovery Branch, Metadata Management.
Duties
Plan, direct, and implement all policy, administrative, and programmatic matters relating tot he management of NLM Metadata Managements activities.
Manage short and long range planning activities that include multi-year work plans that guide organizational projects/programs.
Submit operating plans and reports used to justify budget reports.
Evaluate programs and operations devising and implementing policies and procedures that will increase their efficiency and effectiveness.
Serve as a product manager for the product/services portfolio in the Program.
Responsible as a first line supervisor for technical staff consisting principally of Librarians, Technical information Specialists at the base grade level at the GS-13 full performance level.

Qualifications
In order to qualify for a Supervisory Librarian, GS1410 at the GS-14 level, you must have:
A. Successfully completed at least 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree in any field; OR
B. A total of at least 5 years of combined college-level education, training, and/or experience. This education, training, and/or experience must have provided you with a knowledge and understanding of the theories, principles, and techniques of professional librarianship; knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.
In addition to the above, in order to qualify for a Supervisory Librarian position at the GS-14 level, you must have 1 year of specialized experience equivalent to at least the GS-13 level in the Federal service performing the following tasks: (1) apply knowledge of major library functions (e.g., collection development, reference, serials management, cataloging, library automation) at an academic, research, and/or specialized library, AND (2) oversee and evaluate the performance of team members and provide guidance, advice, and instruction concerning both technical and administrative matters.
