You will serve as a Senior Acquisition Librarian in the Collection Development and Acquisitions Section of the Technical Services Division, Library Operations, National Library of Medicine. The position supports the acquisition activities of the section by providing expert knowledge of government procurement mechanisms for literature and assisting with management of literature payment functions.
Duties
Collaborates with the Office of Acquisitions and library personnel to determine the best acquisition methods for purchasing library literature and to develop, document, implement and monitor adherence to policies and procedures for acquisitions processes, including the funding of contracts, purchase orders, and interagency agreements.
Maintains communication with the Office of Acquisitions and provides continuous evaluation and implementation of changes to improve the efficiency and effectiveness of contract management and invoice processing.
Serves as a Contracting Officer's Representative (COR) for library literature contracts.
Reviews and approves cardholders' transactions to ensure transactions are legal, proper, mission essential, and in accordance with purchase card policy.
Prepares the annual literature budget request; manages the literature funds ledger within the Library Services Platform, monitors expenditures, and prepares reports of expenditures and budget projections for the literature funds.
Serves as technical authority and expert on acquisitions and related functions for internal and external projects or groups.
Requirements
- U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications
In order to qualify for a Librarian, GS-1410 position at the GS-13 level, you must have:
A. successfully completed at least 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree in any field; OR
B. a total of at least 5 years of combined college-level education, training, and/or experience. This education, training, and/or experience must have provided you with a knowledge and understanding of the theories, principles, and techniques of professional librarianship; knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.
In addition to the above, in order to qualify for a Librarian position at the GS-13 level, you must have 1 year of specialized experience equivalent to at least the GS-12 level in the Federal service performing the following tasks: 1) evaluating varying acquisition methods for purchasing library literature 2) Monitoring and reporting on the costs associated with library purchases; 3) Collaborating with managerial staff to assess the feasibility of new vendor products and services; 4) Developing training materials related to acquiring library material; AND 5) Analyzing policies and procedures that will improve the efficiency and effectiveness of acquisitions and literature procurement operations.
