Duties
Assists the NIH Library Director in directing and administering the entire spectrum of library services that support, facilitate, and enhance the program objectives and operational effectiveness of the ORS.
Serves as the principal management advisor to the Director, DLS and senior staff on all phases of library management activities including financial management, budget formulation, budget execution, human capital planning and support, administrative support services, and management analysis.
Assists the DLS Director in oversight and evaluation of the administrative management function in ORS and employees throughout the DLS.
Provides high level technical advice and counsel to top management and other key officials on matters relating to new or modified basic policies and programs that affect or relate to current and existing functions and programs.
Plans and carries out programs, resolves conflicts that arise, integrates and coordinates the work of others as necessary and interprets policies in terms of established objectives.
Serves as Acting Division Director in the absence of the Director.
Requirements

Qualifications
In order to qualify for a Librarian, GS-1410 position at the GS-14 level, you must have:
A. successfully completed at least 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree in any field; OR
B. a total of at least 5 years of combined college-level education, training, and/or experience. This education, training, and/or experience must have provided you with a knowledge and understanding of the theories, principles, and techniques of professional librarianship; knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.
In addition to the above, in order to qualify for a Librarian position at the GS-14 level, you must have 1 year of specialized experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector performing the following types of tasks: managing library services in a biomedical or health science environment; developing strategic plans, goals, and objectives for effective library services to meet customer requirements; developing policies and procedures for library services; managing projects or initiatives to analyze or improve library operations; administering contracts to support library services; coordinating with customers and other organizations on the provision of library programs and services; and providing supervision or direction to other library staff.
