This position is located in the Office of Information Technology (OIT), Executive Office for Immigration Review, U. S. Department of Justice. Incumbent serves as Information Technology (IT) Specialist with the primary responsibility of assisting the Chief Information Security Officer (CISO).
This is a Competitive Service position; additional positions may be filled from this announcement within 90 days of certificate issuance.
Duties
The Information Technology Cybersecurity Specialist (ISSO) serves as the Information Technology Specialist within OIT. The position provides support and oversight for the development and maintenance of documentation necessary to certify systems for security authorization and accreditation.
Duties include but are not limited to the following:
Oversees IT Infrastructure requirements in support of the Federal Information Systems Modernization Act (FISMA).
Coordinates with other component staff on the development of information security system and application policies, guidelines, standards, requirements, and procedures.
Develops policies, plans, and procedures to ensure Continuous Monitoring efforts and the continued reliability, security and accessibility of systems, network, and data infrastructure.
Ensures the confidentiality, integrity, and availability of systems, networks, and data through the planning, analysis, development, implementation, maintenance, and enhancement of information systems security programs, policies, procedures, and tools.
Provides advice and instruction to employees and supervisors on security issues and establishes and maintains liaison with internal and external groups working on legal, internal audit, physical security, and other information security matters, as assigned

Qualifications
In order to qualify for the Information Technology Cybersecurity Specialist (Information System Security Officer) position, you must meet the following minimum qualifications:
FOR THE GS-14 LEVEL: Experience Requirements: You must have IT-related experience in each of the following four competencies listed below which must be supported by the information contained in your resume and other application materials.
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
AND
Specialized Experience: Applicants must have at least one or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-13 grade level in the Federal service, performing the following duties:
1) Providing guidance and technical assistance to managers and staff on IT security, cybersecurity, and access to IT systems;
2) Providing advice and instruction to employees and supervisors on security issues and establishes and maintains liaison with internal and external groups working on legal, internal audit, physical security;
3) Providing technical evaluation of IT infrastructure hardware/software needs for the agency; and
4) Identifying security gaps in security architecture.
Note, if your qualifying experience is from federal employment, please provide your SF-50 showing the highest grade level held in the federal service.
