Serves as a project manager for all administrative support functions within the Office of the Chief Information Officer. Provides expertise on a variety of Chief of Staff initiatives including VIP visits, hiring actions, manning document reconciliation, personnel awards submissions and tracking, special events, and space allocation at site locations. Manages the directorate's correspondence and task management systems to ensure accuracy and timeliness of responses.
Duties
As a PROGRAM SPECIALIST you will be responsible for the following duties
-Prepares and tracks hiring actions
- Coordinates updates to personnel position descriptions
- Conducts space management reconciliation across multiple locations
- Provides oversight of all personnel actions, evaluations and awards
- Manages the correspondence and task management system
- Supports VIP visits, ceremonies and special events
- Manages all organizational line and block charts aligned with billets

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GG/GS-12 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Subject matter expert in managing and executing internal administrative management controls; Familiarity with personnel operations, awards processing, budget oversight for incentive and awards, billet manning reconciliation, administrative functions, and space allocation; Daily management and timeliness of the organization's correspondence and task management system (CATMS). Reviews and evaluates work products to ensure accuracy and timeliness, Proven abilities in administrative oversight, coordination and integration of multiple functions relative to programs, briefings, correspondence and liaison with internal and external organizations.
Specifically you will be evaluated on the following competencies:
Miscellaneous Admin & Programs- Uses machines, tools, instruments, or equipment effectively; uses computers and computer applications to analyze and communicate information in the appropriate format.
Project Management- Independently determine project/program needs; manage resources; establish timelines, action plans, and metrics; and develop and manage appropriate program(s) to meet strategic objectives.
Quality and Technical Oversight- Coordinating, managing, and publishing implementation policies, programs and systems in petroleum contract quality assurance and DoD-wide surveillance. Insuring disposition instructions for nonconforming products are provided in coordination with the customer and other DLA Energy elements, while meeting operational equipment requirements. Participating in or presiding as senior Department of Defense (DoD) representative at R&D events, alternative and renewable energy forums, energy quality meetings, and industrial/military standardization meetings.
Writing- Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a brief, clear, and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience
Customer Service- Works and communicates with clients and customers (e.g., any individuals who use or receive the services or products that your work unit provides, including individuals who work in your agency or in other agencies or organizations outside the Government) to satisfy their expectations.
