Duties

This Intelligence Operations Specialist-Senior Intelligence Analyst position is located in Intelligence & Analysis (I&A), Threat Analysis Division (TAD), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Oversees the production of, including reviewing and editing, reports, products, and briefings on complex and specialized threat information relating to transportation equities for TSA operational components, private industry, and/or foreign transportation security stakeholders, that enables customers to implement new rules, regulations, and policies in response to evolving threats. Guides analysts in conceptualizing, researching, and writing specialized reporting or analyses of varying complexity on threats or incidents affecting transportation to advance TSA's understanding of threats to transportation, and potentially inform development of new TSA operational rules, regulations, and policies. Monitors intelligence/counterintelligence reporting and oversees/guides analysis and production aligned to TSA Priority Intelligence Requirements, Intelligence and Analysis (I&A) objectives and requirements, and emerging customer requests. Broad policies and objectives provide general guidance for addressing issues but allow considerable discretion to develop new and innovative approaches. Oversees and reviews production of multiple intelligence/counterintelligence reports, products, presentations, and related materials of varying complexity on adversary tactics and threats to the transportation sector domestically and abroad. Enforces IA and TSA policies requiring writing at the classification level appropriate for optimal dissemination of products for stakeholder and foreign partner release. Performs subject matter expert review of written intelligence reports or products for analytic quality, logical argumentation, clarity, accuracy, security classification markings, relevance to customer requirements, and adherence to TSA analytic methodologies and procedures. Often represents TSA as a senior technical point of contact for internal and external contacts, playing a lead role in drafting reports for external distribution. Collaborates with the Senior Intelligence Officer to develop analytic methodologies, standard operating procedures, priority intelligence/counterintelligence requirements, production plans, and other guidance to ensure production is analytically sound, timely, and relevant to TSA operational components and private industry. Identifies new trends and phenomena that pose a threat to the transportation sector that require innovative approaches to solve complex problems. Leverages intelligence/counterintelligence community expertise to implement new analytic techniques to advance TSA's understanding of transportation threats and provide value-added analyses to TSA operational components and private industry stakeholders. Provides information and assessments to inform leadership and customers on evolving and emerging threats to transportation; and seeks feedback on developing requirements and refining objectives for continuous improvement of products and services. Serves as a subject matter expert on intelligence/counterintelligence tradecraft, analytic production, traditional and advanced analytic techniques, data exploitation, and security classification procedures. Mentors and provides formal and informal training to analysts on tradecraft and analytical techniques.

Qualifications

To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV- I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such Specialized Experience defined as: Applying intelligence/counterintelligence and analytic processes, standards, and tradecraft. Applying analytic principles, methods, and processes used to conduct systematic and objective inquiry, including design, collection, analysis, and interpretation of data, and reporting of results. Drafting and editing written communications to develop products that communicate information or data in a clear, concise, and organized manner appropriate for the intended audience. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
