This Program Analyst position is in the Office of the Director at the VA Maine Healthcare System located at the Togus, ME campus location.
Duties
Project Manager, the position leads the development, modification, planning and implementation of a project to address the development and integration of clinical services (including inpatient services) at the VA Maine Healthcare System.
Major duties and responsibilities include, but are not limited to:
Define project tasks and resource requirements
Develop full-scale project plan
Assemble and coordinate project staff
Manage project budget
Manage project resource allocation
Plan and schedule project timelines
Track project deliverables using appropriate project management tools
Provide direction and support to the project team
Present reports defining project progress, problems and solution
Monitor and report on progress of the project to stakeholder
Work Schedule: Monday - Friday 07:30am - 04:00pm

Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This is an OPEN CONTINUOUS ANNOUNCEMENT and will remain open until 12/31/2024. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/31/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Assisting in the planning, development, implementation, coordination and
evaluation of milestones for each plan.; Serves as the primary Project Manager for all assigned projects and initiatives located throughout all sites of care within VA Maine Healthcare System (VAME).; Oversees all schedules and timelines, change control procedures, resource estimation and management and project maintenance procedures.; Provides data and analysis of capital asset utilization as they relate to gaps in clinical, operational and facility programs.; Provides professional advice to peers, non-professional administrators and managers.

Physical Requirements: The work is sedentary and does not require any special physical effort. Some work may require walking, standing, and carrying light items such as papers, books, and portable computer requirement.
