This Program Analyst position is in the Surgical Department at the VA Maine Healthcare System located at the Togus, ME campus location. This position is full-time at 40 hours per week.
Duties
The Program Analyst is responsible for overall operational support and administrative management to the Surgical Service Line that includes the various subspecialties including General Surgery, Vascular, Otolaryngology, Ophthalmology, Optometry, Orthopedic, Podiatry, Urology, Wound Clinic, Dermatology, and the Operating Room Suite. Duties include, but are not limited to:
Independently collect, review, and analyze the statistical data from the various data systems.
Utilize project tracking programs to create and maintain pertinent information in a shared automated tracking system.
Assists the program specialist with budget development and monitoring of the two fund control points maintained by the chief of surgery's office.
Develop workflow charts, graphs, and power point presentations to demonstrate trending data, workflow efficiency, and program development.
Assist in establishing reporting requirements and will assume follow-up responsibility for developing reports to meet the requirements of special studies and projects.
Frequently attend meetings with the Chief of Staff (COS), Chief of Surgery, Associate Chief of Surgery, Program Specialist, and the Nurse Manager of the Operating Room and outpatient clinics regarding issues that affect the delivery of health care and the impact on the surgical service line and hospital as a whole.
Responsible for support of clinical systems redesign efforts working closely with the Chief of Surgery, Associate Chief of Surgery, and Program Specialist in this area.
Aid in strategic planning initiatives in developing goals and objectives for the surgical service line and translates these into specific actions and policies.
Actively participate in various staff meetings and other committee meetings, when assigned.
Assist the program specialist of the surgical service line in any function that they require.
To serve in place of the surgical program specialist at certain regularly scheduled meetings, where coordination of clinical and administrative services is necessary.
Assist the surgical program specialist with the maintenance of the provider profiling data for the providers that are supervised by the Chief of Surgery and Associate Chief of Surgery.
Responsible for backup support to the program specialist during his/her absence and attends meetings in his/her stead.
Required to assist in patient complaints and incidents when the program specialist is absent.
Serves as an information technology liaison for the surgical service.
Assist in the orientation for new surgical staff, including arranging for appropriate computer menus, keys, equipment, supplies and/ or other items needed.
Listen to problems and concerns of service employees and will help, when possible, or will secure the advice and guidance of surgical management.
Serve as an alternate timekeeper for the surgical department.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. The grade may have been in any occupation, but must have been held in the Federal service.
For a GS-07 position you must have served 52 weeks at the GS-05.
For a GS-09 position you must have served 52 weeks at the GS-07.

This is a developmental position, which provides overall operational and administrative management support to Surgical Service. The incumbent must have the ability to apply skills and knowledge to routine and non-routine assignment, and adherence to basic policy and instruction.

GS 9 Specialized Experience and/or Education: One year of specialized experience equivalent to at least the next lower grade (GS 7) level in the normal line of progression for this occupation. Examples of specialized experience would typically include, but are not limited to: Provide overall operational support and administrative management to the Surgical Service Line that includes the various subspecialties including General Surgery, Vascular, Otolaryngology, Ophthalmology, Optometry, Orthopedic, Podiatry, Urology, Wound Clinic, Dermatology, and the Operating Room Suite. The incumbent must have a high degree of analytical ability, personnel management skills, and specialized knowledge and skill in the area of health care service management, applying health care management principles to the planning, execution, and administration of health care services delivery systems. The Program Specialist for Surgical Service will provide oversight to the incumbent of this position. The incumbent provides direct program assistance to the Chief of Surgery, Program Specialist, Surgical Ambulatory Care Nurse Manager, and surgical staff.
