About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W4EGAA HQ US ARMY CORPS OF ENGINEERS.

Duties

Serves as the Special Security Officer for the command; managing SCI access, indoctrinations, and debriefings. Provides oversight, guidance and training on access management, document control, physical security, and information security in all areas and accesses regarding SCI. Provides general analysis and assembly of SCI intelligence products for the command. Conducts inspections of all subordinate SCIFs and provides official written reports of the inspections to the directors of the organizations Researches and interprets policies, regulations and other source material regarding the control and dissemination of SCI and other related intelligence disciplines to support the administration of the Special Security Program. Oversees the receipt, transmission, handling and storage of the organizations SAP information. Advises on procedures governing classification, declassification, and safeguarding of security information. Plans and develops physical security policies and procedures and develops new methods and proposes new policy to ensure the safeguarding of building material and equipment/hardware assigned and/or charged to the specific SAP. Conducts Operational Security (OPSEC) surveys of programs/projects to determine hostile threats, sensitive aspects of possible interest to hostile collectors, vulnerabilities, and countermeasures.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • Must be able to obtain and maintain a TOP SECRET security clearance based on a Single Scope Background Investigation (SSBI), with access to SCI.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, employee must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Position requires TDY travel approximately 15% of the work schedule.
  • Incumbent has 12 months from date of hire to successfully complete the Special Security Officer (SSO) training (ODNI)
  • Incumbent has 24 months from date of hire to successfully complete the Security Fundamentals Professional Certification (SFPC). (See additional Information)

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12). Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
