The primary purpose of this position is to Serve as expert advisor on all aspects of real property operations support. Takes immediate action on emergency or pre-emergency situations, ensuring minimal mission disruption. Conducts investigations, identifies causes, works with installation Civil Engineering Squadrons on corrective actions, and reports findings.

Duties

Directly responsible for managing day-to-day workload of three full-time Facility Managers assigned to 67CW/A4 and eight Facility Area Managers. Assigns and articulates team goals and objectives that integrate organization, facility management, security, and escort security alarm/access control maintenance program activities. Oversees facility management resources and requirements including service contracts, financial programs, space utilization, and information resources. Executes facility management programs that require frequent modifications, additions for new equipment, site preparation, and service modification, while preventing waste and abuse in execution. Implements and evaluates programs to account for facility requirements and facility safety risks related to real property in use by the 67 CW. Maintains a safe environment and implements systematic processes that identify and eliminate safety hazards to facility occupants, consistent with Air Force and local base standards. Attends staff meetings, working groups, and coordinates with various personnel to accomplish facility work and logistics efforts. Communicates clearly and officially on various facility-related topics on behalf of 67 CW with all levels of Department of Defense (DoD), National Security Agency (NSA), and Defense Intelligence Agency (DIA). Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers' performance ensuring consistency and equity in rating techniques.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • The candidate must be able to obtain and maintain a Special Sensitive Security Clearance with access to sensitive Compartmented Information (SCI). A Non-Disclosure agreement must be signed.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions and you must meet Facility Operations Service Series 1640 Individual Occupational Requirement. ***Salary Ranges includes local market supplement*** This is a GG-13 position in the Defense Civilian Intelligence personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GG-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Examples of qualifying specialized experience include: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide range of the principles, and practices concerning the technical knowledge of general facilities, facility management practices, and project management. Knowledge of facility, civil and other principles to support intelligence, secure communications, and physical protection of Air Force infrastructure is needed. Knowledge of Public Law, Department of Defense directives and regulations, Air Force regulations and policies to ensure compliance with engineering, design, facilities, environmental and contracting guidelines in the development, design, or processing of all projects and programs. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge and experience involving the operation, maintenance, repair of buildings, grounds, and expensive support equipment; facility and construction standards, methods, practices, techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations; and standard contracting regulations, practices, and procedures. 2. Knowledge of electrical, plumbing, air conditioning, heating, security systems, fire alarms/protection; Air Force Civil Engineering policies and practices related to facilities management and alternation; program planning and budgeting cycles to ensure project and program requirements are supported based on funds availability. 3. Knowledge of health, safety, security and environmental requirements as outlined in applicable standards, regulations, and/or technical orders. 4. Skill in adapting and applying facility guidelines; analyzing results; recommending changes to deal with complex and unique facility issues; and gathering, assembling, and analyzing data/facts, developing conclusions, identifying trends, developing alternatives/solutions, making recommendations to resolve problems; and reading and interpreting paper- or computer-based engineering drawings and schematic diagrams to determine deficiencies and prepare complete documentation for new construction or repair and alteration projects. 5. Ability to communicate effectively, both orally and in writing. 6. Ability to manage a small staff and carry out all phases of personnel management responsibilities. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
