The primary purpose of this position is to serve as the Project Manager and Contract Manager for the 688th Cyberspace Wing's (688 CW) Civil Engineer wing staff agency, responsible for the operations and maintenance of buildings, grounds, and other sites across 26 locations worldwide. Organizational location this position: Air Combat Command (ACC), 16 th Air Force (16AF), 688th CW, JBSA-Lackland AFB, TX.

Duties

DUTY 1 - Coordinates, assembles, and reviews facilities requirements for 688 CW buildings, grounds, and other sites, with emphasis on secure areas; and assesses core capabilities in support of programs with expeditionary applications to ensure the ability to address the highest priority needs. DUTY 2 - Inspects and evaluates structures and implements a program that complies with regulatory requirements to manage fire safety risks, establishes facility response to emergencies, and manages other risks associated with physical security and hazardous materials and waste. DUTY 3 - Identifies and analyzes logistical requirements, planning on a quarterly basis the overall use of resources, both personnel and materials. DUTY 4 - Attends staff meetings, working groups, and coordinates with various personnel to accomplish facility work and logistics efforts.

  • Must Obtain/Maintain Top Secret Security Clearance with SCI. A non-disclosure agreement must be signed.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments
  • Serves “on call” and may be required to be available after duty hours when problems arise. The incumbent is subject to call seven days a week, 24 hours a day

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the 12 grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Education Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration. OR Experience Specialized Experience (for positions above GS-5): Examples of qualifying specialized experience include: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of a wide range of concepts, principles and practices concerning facilities and equipment operations and maintenance with complicated technical requirements and analyze facility and equipment requirements against technical program facility needs. Knowledge of budgeting principles, concepts, and practices to prepare budget requirements submissions for operation, maintenance, repair, alteration projects and replacement of equipment or supplies. Knowledge of logistics concepts, principles, practices, procedures, and regulations applicable to the organization and functions of activities involved in providing logistical support, equipment management and warehousing. NOTE: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a comprehensive range of principles, concepts, and practices concerning complex technical requirements, operating capabilities, and maintenance needs of facilities and equipment. 2. Knowledge of basic federal budgeting principles, concepts, and practices. 3. Knowledge of safety and security practices for government facilities. Knowledge of a variety of federal logistics concepts, principles, practices, procedures, and regulations applicable to logistics management including the organization and functions of activities involved in providing logistical support. 4. Skill in reading and interpreting paper- or computer-based engineering drawings and schematic diagrams to determine deficiencies and prepare complete documentation for new construction or repair and alteration projects. 5. Ability to communicate effectively both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
