You will serve as a SUPERVISORY PROGRAM ANALYST in the SHIPBUILDING PROGRAM OFFICE (PMS 400D) of PROGRAM EXECUTIVE OFFICE SHIPS.
This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15.
Duties
You will manage daily operation, integration, and execution of program office branches and resources to include interfacing and coordinating with senior PEO, NAVSEA and Navy officials.
You will develop, interpret, and implement programmatic strategy, policy and plans to support planning, processes, and execution of related actions supporting the overall program execution.
You will coordinate and develop all program actions required by outside agencies (Congressional, DoD and Navy Acquisition Executives, OPNAV Program Sponsor, and PEO Ships senior leadership).
You will work across PMS 400D branches to provide accurate and timely information to support the implementation of plans and schedules for the DDG 51 program.
You will initiate and prepare responses to inquiries from Congress, OPNAV, general public, and contracting teams concerning the acquisition, technical and financial aspects of the program.
You will represent the Program Office and serve as a senior Program representative at meetings to provide inputs on DDG 51 and Program Office policy, project and program status.
You will support the conduct of acquisition studies and coordinate the development of cost estimates and analyses.
You will prepare Gate Reviews and Configuration Steering Board requirements in accordance with annual reporting requirements.
You will review, prepare, and present responses to all source shipbuilding program audits conducted by the Navy and other agencies.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band NH-03 (GS-13) or grade level in the federal service or equivalent experience in the private or public sector leading planning objectives to develop strategies (e.g., financial, contractual, programmatic) to support program execution of submarine or ship acquisition.
