You will serve as a PROGRAM MANAGER in the TARGETING /KINETIC EFFECTS PRD DIR of NAVAIRWARCENWPNDIV CHINA LAKE.

Duties

You will serve as the Technical Project Office (TPO) Director. You will be responsible for financial and technical cost, schedule and performance execution. You will provide engineering, analysis, test and evaluation, modeling and simulation, logistics, training and in-service support as needed. You will plan, control, evaluate, and coordinate the technical efforts of diverse functional task teams, multi-disciplinary product teams, in-service support teams and systems integration teams.

Requirements

  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • Generally, current federal employees applying for STRL jobs must serve at least one year at the next lower pay band. This requirement is called time-in-band. Time-in-band requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • MSP/PPP applicants must currently hold the required security clearance.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position is covered under Public Law 114-264, the Program Management Improvement Accountability Act (PMIAA).

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NM-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate duties related to the following: Specialized experience must demonstrate duties related to the following: 1) Working with multi-disciplinary product teams, in-service support teams and systems integration teams; 2) Understanding of acquisition process and system engineering principles; 3) Monitoring cost, schedule, and performance responsibilities; 4) Providing engineering, analysis, test and evaluation, modeling and simulation, logistics, training and in-service support.
