You will serve as a Deputy Chief Operational Test Director for VX-9 in the Mission Engineering and Analysis Department of NAVAIRWARCENWPNDIV CHINA LAKE.

Duties

You will provide technical and programmatic expertise and advice to the Chief Test Director (COTD) and the Commanding Officer. You will work directly with the Deputy Assistant Chief of Staff for Aviation at OPTEVFOR on project test and evaluation efforts. You will perform briefs and represents the Squadron at technical meetings, review boards, and conferences. You will provide advice and guidance on the selection and accreditation process of models and simulations used in support of operational test and evaluation. You will provide analytical advice, engineering and technical expertise to the Operational Test Directors (OTDs) on the design of operational testing, written analytical reports, test plans, etc. You will collaborate with other organizations that are involved in acquisition and test evaluation of assigned programs.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band (DA-05) in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate duties related to the following: 1) Demonstrating knowledge and experience of Operational Testing, contracting and Federal Acquisition Regulations (FARs), and project/program management; 2) Interpreting Department of Defense (DOD) and Navy acquisition instructions and regulations to implement procedures related to the proper design, resources and operational test and evaluation of all programs assigned to squadron; 3) Providing expert advice on the development and interpretation of operational effectiveness and operational suitability parameters for aviation programs undergoing operational test; 4) Monitoring operational analysis and studies of the mathematical and engineering methods to evaluate test results.
