Duties
The CHIPS Investments Division is looking for a Financial Analyst who is excited to work with a new, evolving team!
As a new Financial Analyst on our team, you will:
Plan, manage, and execute due diligence, evaluation, structuring, negotiation, and execution of CHIPS grants and loans as part of Investment Office deal teams
Lead qualitative and quantitative technical analysis - including financial modeling - to assess CHIPS program applications
Develop work plans for application assessment and regularly brief CHIPS Program Office leadership on progress
Present CHIPS program application assessments and investment recommendations to CHIPS Program Office leadership
Lead program working groups to develop semiconductor industry investment theses and support program policy development
Engage with semiconductor company executives to gather information and provide feedback on CHIPS program application alignment

Qualifications
Individual Occupational Requirements
Education
Undergraduate and Graduate Education: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.
OR
Specialized Experience (for positions above GS-5): Experience such as performing financial analysis and evaluation work requiring a comprehensive knowledge of (1) corporate finance and any specialized fields of finance required such as public finance, securities, international finance, money and securities markets, investments, and banking, and (2) the financial and management structure, operations, and practices of corporate and other organizations.
In addition to the basic requirements, applicants must also have 1 year (52 weeks) of specialized experience equivalent to the GS-11 (ZA-II at NIST) level. Specialized Experience is defined as:
- Conducting due diligence, evaluation, structuring, negotiation, and execution of commercial proposals
AND
- Conducting technical analysis and financial modeling of commercial proposals
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
